Request for Qualifications (RFQ) For Professional Services
Notice is hereby given that Forrest City Water Utility a department of the City of Forrest City is seeking Statements for Qualifications from interested firms to present their qualifications, capabilities, and approach to provide professional services on an “as needed” basis for a three-year term. This program may include but is not limited to, Act 605 complaint Water and Sewer Rate Study, consultation, design, construction management and maintenance concerning water distribution, sewer collection, water treatment, wastewater treatment, and pretreatment.
Procedures for the selection of a firm will be in accordance with the Federal procurement requirements. All RFQ responses will be evaluated in terms of:
1. General approach for carrying out the scope of work
2. Familiarity with the rules and regulations of various agencies involved in the project
3. Qualifications of the proposed project team
4. Past experience with and record of performance on similar projects, including quality of work and ability to meet schedules
5. Availability to perform work
6. Office location and/or team member’s exceptionally qualified experience
7. Best interest of the City of Forrest City

All interested parties must submit two hard copies of their response to the RFQ package to:

All responses must be received by 4:00 pm CDT on Tuesday, November 4, 2024. Responses received after the deadline will not be considered. Electronic responses will not be accepted.
Forrest City Water Utility reserve the right to reject any or all submittals, waive any informalities or technicalities and choose the respondent deemed most advantageous and to serve the best interests of the City of Forrest City. This is a qualifications-based request, and any mention of fees or price will disqualify your submittal.
