1. PURPOSE
The Plumas County Planning Department on behalf of the Airport Land Use Commission
(ALUC) issues this Request for Proposals (RFP) to invite qualified consulting firms with
specific aviation and ALUC experience interested in preparing an update ("project") to the
Plumas County Airport Land Use Compatibility Plan (ALUCP) for Gansner Airport in
Quincy, Rogers Field in Chester, and Nervino Airport in Beckwourth (Attachment 1), adopted
by the Board of Supervisors on December 17, 2008, and associated California Environmental
Quality Act (CEQA) documentation.
The ALUCP is generally comprised of noise, safety, airspace protection and overflight
compatibility factors, in addition to other factors, in accordance with guidance from the
California Airport Land Use Planning Handbook published by Caltrans Division of
Aeronautics.
Respondents must be prepared to execute the County's standard Services Agreement
(Attachment 2) for all work as a result of this RFP. See Section 6 (Submission Requirements)
for more information on how to provide proposed exceptions, if any, to the County's standard
Services Agreement.
This RFP describes the project, outlines requirements, and lists proposal evaluation criteria.
2. INTRODUCTION
The Plumas County ALUC carries out the requirements of the California State Aeronautics
Act and the California Public Utilities Code pertaining to airport land use compatibility
planning ensuring compatible land uses in the vicinity of the County's existing three
municipal airports. The ALUC is required to prepare and adopt an airport land use plan for
each of the airports within its jurisdiction.
The Board of Supervisors adopted the current ALUCPs on December 17, 2008, by Resolution
2008-02 (Attachment 1), which pursuant to the California Airport Land Use Planning
Handbook, the County's ALUCPs should have been comprehensively reviewed and updated
at least every five years, although the plans have not seen an update for over 18 years.
The Plumas County ALUC is comprised of seven citizens appointed by the following bodies:
* Plumas County Board of Supervisors (2 appointments)
* City of Portola City Council (2 appointments)
* Plumas County Director of Facility Services & Airports Manager (2 appointments)
* ALUC (1 appointment)
The ALUC meets on the third Wednesday, quarterly, in the months of January, April, July,

The selected consult team will coordinate with the Planning Department, Facility Services &
Airports Department, Airport Land Use Commission, and the Board of Supervisors, at
minimum, to fulfill Plumas County's need for an updated ALUCP.

3. COUNTY BACKGROUND
Plumas County is in the northeast area of California, where the Sierra and Cascade mountains
meet.
The Feather River, with its several forks, flows through the County, and Quincy is the
unincorporated County seat located 75 miles northeast of Oroville and 85 miles west of Reno,
Nevada. State highways 36, 70, and 89 cross the County.
The U.S. 2020 Census population of Plumas County is just under 20,000.
The County features more than 100 lakes and 1,000 miles of rivers and streams with world
class boating and fishing, and, with over a million acres of national forest, the County offers
quality of life and unmatched recreational opportunities.
Framed by mountain ranges throughout with elevations ranging from 1,800 feet to 8,376 feet,
the Plumas (meaning 'feathers' in Spanish) is an attraction for outdoor adventurers with
interests in hiking, mountain biking, snowmobiling, and skiing.
4. DESCRIPTION OF SERVICES REQUESTED
DEVELOP PLUMAS COUNTY AIRPORT LAND USE COMPATIBILITY PLANS
The ALUC, through the Planning Department, intends to secure the services of a qualified
consulting firm with specific aviation and ALUC experience to prepare an update of the
current Plumas County ALUCPs and related CEQA environmental documentation in
accordance with guidance from the California Airport Land Use Planning Handbook
published by Caltrans Division of Aeronautics and any other required federal (e.g., Federal
Aviation Administration), state, and local standards and codes.
Consultant shall:
1. Prepare the ALUCP Update (3 Airports) with CEQA documentation.
a. Prepare an administrative draft for County staff review; a public review draft for
the Airport Land Use Commissioners, public, and stakeholders (e.g., Caltrans
Division of Aeronautics) review; and a final draft for review and adoption by the
Board of Supervisors in accordance with guidance from the California Airport
Land Use Planning Handbook, including policies, published by Caltrans Division
of Aeronautics, and related federal (e.g., Federal Aviation Administration), state,
and local standards, codes, and requirements.
b. Include analysis of local Plumas County applicable documents (e.g., 2035
General Plan) for plan alignment and consistency with the ALUCP Update (3
airports).
c. Evaluate the existing airport noise contours (3 airports) and determine the need
to update the noise contours based on information, including but not limited to,
the types of aircraft currently flying in/out.

d. Prepare mapping compatible with Plumas County Geographic Information
Systems (GIS) (i.e., Esri-based GIS).
e. Prepare the associated ALUCP Update (3 airports) CEQA environmental
documentation compliance technical work, including an administrative, public,
and final CEQA document for adoption and associated noticing and public
meetings and circulation. The Planning Department will be the liaison to the
Board of Supervisors, as the CEQA Lead Agency, responsible for environmental
compliance pursuant to the Plumas County Environmental Review Guidelines
(Attachment 3).
2. Participate in Public Outreach.
a. Assist with public outreach (e.g., preparation of materials and presentation
content) to ensure the ALUCP Update process is open to and encourages public
and community stakeholder input.
b. Ensure coordination with Caltrans Division of Aeronautics as well as community
stakeholder and aviation/pilot organizations and individuals.
c. Coordinate with ALUC, the Planning Department, and other applicable federal
(e.g., Federal Aviation Administration), state, and local agencies when obtaining
information regarding local airport operations and any information regarding land
uses in the vicinity of the individual airports.
d. Assume 3 community meetings (virtual attendance).
e. Assume 3 Airport Land Use Commission workshops (virtual attendance).
f. Assume 2 Board of Supervisors adoption hearings (virtual attendance).
3. Perform Project Management Duties.
a. The Planning Department and Facility Services & Airports Department intends to
share any existing locally known information to assist with the process.
b. Propose any number of County/consultant project team meetings (virtual and/or
in-person attendance in Quincy, Plumas County).
5. QUESTIONS
The Planning Department Executive Assistant will serve as the primary point of contact
during the RFP process. Do not contact other County employees, the County Administrative
Officer (CAO), Airport Land Use Commissioners, or Board of Supervisors.

To ensure all respondents receive consistent information, the Planning Department will
provide one set of answers by posting an RFP Addendum on the ALUC website at

June 29, 2026.
It is the responsibility of the respondent to check the ALUC website for the RFP Addendum.
6. SUBMISSION REQUIREMENTS
Responses to this RFP must be submitted according to the requirements set forth in this
section.
Failure to adhere to these requirements may be grounds for disqualification of the submittal.
The Planning Department Executive Assistant must receive all submissions electronically
by Adobe Acrobat .pdf file format by email attachment or link to the .pdf file(s) in email
on or before: 5:00PM July 24, 2026.

Submissions must include the following information, in the order listed, in a clear and
concise format. Page limits do not apply. RFPs that do not include all the information
requested cannot be adequately evaluated.
A. Cover Letter/Statement of Interest
Include the following information:

is incorporated
b. Name, address, email, and telephone number of the respondent's authorized signatory

e. Statement of interest in providing professional services specific to this RFP, including
experience working in aviation planning for rural California counties

B. Table of Contents and Page Numbers
Include an outline of the RFP submittal contents, identified by sequential page numbers,
and by section reference number and section title, as described herein.
C. Statement of Qualifications, Demonstrated Experience (Sample Deliverables), and
Client References
Provide specific information in narrative form about the respondent's experience with
the services specified in this RFP.
Include a brief description of the company, including business structure, address, the
total number of employees, overall industry experience, certifications, affiliations, and
relevant experience.
Include no more than three (3) current relevant sample work products for similar work,
as applicable. Include the project title, the client, the respondent's role, the respondent's
budget (estimated), the total project budget (estimated), a project summary
demonstrating the respondent's experience in carrying out the services requested.
Provide a minimum of three (3) references including name, organization, address, email,
and telephone number for similar services provided.
D. Staffing Credentials and Resumes
Include a list of personnel qualified and available to do the work, by job title, and project
leadership, in addition to listing all applicable staff credentials.
Include a narrative discussing team organization and management.
Include a 1-page resume for each individual staff person, listing education, credentials,
expertise, and professional and technical skillsets.
E. Scope of Work
Provide a comprehensive task description of the project scopes of work described in
Section 4 (Description of Services Requested), including the roles and responsibilities
of the various participants in the ALUCP Update process, including a list of deliverables
by task.
F. Schedule
Provide a project schedule (by month and year, at minimum) to perform the tasks as
described in the scope of work.
G. Budget and Fee Schedule
Provide a detailed project budget by scoped task.
Include staff titles, with rates and hours and associated costs, by task.
Provide FY26/27 direct labor fee schedule with job titles and hourly rates for personnel
qualified and available to do the work.
Additionally, include any indirect and miscellaneous expenses, with a cost sheet.

H. Disclosures / Conflict of Interest
Provide a statement that discloses any past, on-going, or potential interest, direct or
indirect, that the respondent, respondent's team, or individuals associated could conflict
in any manner or degree with the performance of the services requested in this RFP.
I. Exceptions to the Professional Services Agreement
List all exceptions to the County's standard Services Agreement, if any, making the
proposed exceptions as specific as possible, with stricken or additional language.

9. DISCLOSURE OF INFORMATION
All information and materials submitted to the Planning Department in response to this RFP
may be reproduced by the County for the purpose of providing copies to authorized personnel
involved in the evaluation process but will be exempt from public inspection under the
California Public Records Act (PRA) until such time a professional services agreement is
approved by the Plumas County Board of Supervisors and executed by the Chair of the Board.
Once an agreement is executed, proposals submitted in response to this RFP are subject to
public disclosure, as required by law.
The submission of an RFP is considered consent to the County's disclosure.
The County will not be liable for disclosure of any information or records related to this
procurement.
10. NOTICES
All respondents to this RFP are notified of the following:
(a) Teams are acceptable.
(b) The Planning Department reserves the right to enter negotiations with more than one
respondent.
(c) Issuance of this solicitation in no way constitutes a commitment by the Planning
Department to select a respondent or award an services agreement.
(d) Respondents must possess the necessary credentials and licensures to perform the project
work in California.

(e) All work performed for the Planning Department including all documents and materials
associated with the work will become the exclusive property of the County.
(f) Any and all costs, including travel, arising from development and delivery of a response
to this RFP incurred by any proposing respondent will be borne by the respondent
without reimbursement by the County.
(g) The Planning Department reserves the right to reject any or all submittals received if the
Planning Director determines that it is in its best interest to do so.
(h) The Planning Department may cancel or amend this solicitation at any time and may
submit similar solicitations in the future.
(i) The Planning Department may reject any submittal that does not meet all the mandatory
requirements of this solicitation.
(j) The Planning Department may request clarification of any submitted information, may
request additional information on any or all responses provided, and may waive minor
inconsistencies deemed to be irrelevant.
(k) A respondent is permitted the opportunity to furnish other information called for by the
solicitation and not supplied in the original response, provided it does not affect the price
of the contract and does not give the respondent an advantage or benefit not enjoyed by
other respondents, in accordance with the criteria established in the solicitation.
(l) A respondent is not permitted to correct a response for errors of judgment.

Contracting will follow the County's Purchasing Policy (amended and adopted most recently
