This contract action was not awarded competitively. Lockheed Martin Coporation is the only source that posses the technical, engineering knowledge and expertise to complete the required sustainment and logistic services, which managing configuration control, schedule, aircraft availablity, Diminishing Manufacturing Sources (DMS), parts obsolescence and cost. The sustainment and logistics support necessary to support the C-5 fleet requires the prime developer and integrator to cintnue in the CLS role while the program continues transition to an organic capability and/or partnership. Technical data is not owned by the Government.
