THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY.
This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. A formal solicitation document does not exist, and formal solicitation will not be issued by the Government as a result of the response to this Sources Sought Notice.
This Sources Sought Notice is being issued by the General Services Administration (GSA), National Capital Region for Advanced Metering Management, Building Monitoring & Control, Smart Building Services, Commissioning, and Programming/System Optimization. The places of performance will be various locations in the Washington DC metropolitan area. This is a Smart Buildings Technology Blanket Purchase Agreement (BPA) to upgrade and/or replace building systems to the latest Public Building IT Services (PB-ITS) remediated version of software and hardware and/or Infrastructure per site requirements. Task Orders may include:
The acquisition strategy will be determined after evaluating capable contractors. The current strategy is to pursue a BPA according to Federal Acquisition Regulation (FAR) 8.4 Federal Supply Schedules, under the GSA Multiple Award Schedule Program (MAS). (If the BPA strategy is executed, vendors will be responsible for ensuring SIN 561210SB is included on their schedule contracts; in addition to NAICS Code 561210 must be added to all quoters’ System for Award Management (SAM) record (https://www.sam.gov) to be eligible to submit a quote for the formal Request for Quote (RFQ), which may be posted in the future.)
The estimated ceiling for the proposed BPA is $40 million, and the Period of Performance will be a base plus four option years.
