Description

The Medical Readiness Contracting Office – Pacific intends to issue a solicitation for a firm fixed-price, personal services contract for Medical Social Worker-Special Needs Coordinator (SNC) Services for 8th Medical Group, Kunsan Air Base, Republic of Korea. This requirement is for a period of performance from 13 July 2025 – 12 July 2026 (Base Period), with four (4) one-year option periods.



The SNC shall oversee and manage the Exceptional Family Member Program—Medical (EFMP-M) IAW DoD and Air Force (AF) policy, and any subsequent implementing guidance. The SNC uses a multi-disciplinary and collaborative approach with other key service providers, such as installation youth and childcare facilities, and officer and enlisted spouses’ groups, to ensure effective outreach and identification of special needs. Ensures AF sponsors assigned to the installation, or whose personnel functions are handled at the installation, are “Q-coded” (EFMP-enrolled) regardless of location of family members.



Required qualifications includes but is not limited to:






  • Education: Master of Social Work (MSW) degree from an accredited graduate school of social work or a Bachelor of Science in Nursing (BSN) degree from an accredited program.

  • Experience: A minimum of two years full-time experience in care coordination, discharge planning or case management in a medical setting within the last (5) years.

  • License/certification: Social worker shall have current, active, valid and unrestricted Social Work License from any states of U.S.; or authorizing document from any U.S. state, District of Columbia; or U.S. territory or jurisdiction to provide health care within the scope of practice for a specific health care discipline.

  • English Requirement: The contractor shall ensure that all contract SNCs providing services under this contract shall be able to read, write, and speak English well enough to effectively communicate with all parties and other health care providers.



The NAICS code for this proposed procurement is 621330 and the annual size standard is $9M. This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in June 2023. No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.



NOTICE TO OFFERORS:



All sources may submit a quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.



If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
