At such time, the bids will be opened and read aloud. All bids must be submitted in accordance with the requirements outlined in the instructions to bidders.

A mandatory pre-bid meeting will be held at 3:00 PM on June 18, 2026, at the Project site located at 77 & 105 East Market Street, Xenia, Ohio 45385. Representatives from Patriot Engineering and Environmental, Inc. (Patriot), acting on behalf of Greene County and the Engineer/Architect, will be present to discuss the Project. The pre-bid meeting is mandatory.

Bids shall be submitted in sealed envelopes, properly identified with the Bidder's name, contact number, bid opening date, and a statement that it is a sealed bid covering the materials or services for which the bid is submitted.

As such, Greene County intends to use a selection process for services where total cost, as well as other non-cost factors, are considered in the evaluation, selection, and final award of this contract.

Bidder shall provide the following information:
(a) A statement that the Bidder maintains a permanent place of business and address thereof.
(b) A financial statement, duly sworn to, listing assets and liabilities.
(c) A letter from a qualified surety addressed to the Greene County Board of County Commissioners demonstrating the Bidder’s ability to obtain the Payment and Performance Bonds required hereunder.
(d) Statement listing at least four projects of a similar size and scope which the Bidder has completed within the last 5 years. The Bidder’s experience shall demonstrate capability of undertaking this type of project.
(e) Pertinent information relative to any pending lawsuits or outstanding liens. If no information is provided by the Bidder, the County shall assume that any such lawsuits or liens do not exist. Any Bidder may be required by the County to submit additional data to satisfy the County that such Bidder is prepared to fulfill the Contract if it is awarded to them.

II. INSTRUCTIONS TO BIDDERS
1. Description of Work
Proposals are invited by the Greene County Board of County Commissioners, hereafter referred
to as the "County", for the following:
MARKET STREET PARKING LOT CONSTRUCTION PROJECT
77 & 105 EAST MARKET STREET, XENIA, GREENE COUNTY, OHIO 45385
2. Preparation of Proposal
Each Bidder's proposal shall be firmly sealed in an envelope labeled "BID FOR MARKET
STREET PARKING LOT CONSTRUCTION PROJECT" and delivered to 35 Greene St., Xenia,
OH 45385.
All bids are to be made only on the proposal forms furnished by the County and included in this
document. Each proposal form in this document shall be properly completed, signed, and
executed by an official of the bidder's company who has the authority to commit the bidder to
the contract.
Bid prices in the Bidding Schedule are to be written both in words and in numerals, and in case
of any conflict, the former will apply.
Only proposals which are made out upon the regular proposal forms included in this document
will be considered.
3. Bid Security
No proposal will be considered unless accompanied by a certified check in the amount of 10%
of the bid or an original bid bond in the amount of 10% of the bid amount payable to the Greene
County as guarantee that if the bid were accepted, the Bidder will execute and file the proposed
Contract within fourteen (14) days from the date of the award of the Contract. On failure of the
successful Bidder to execute the Contract and required bonds, he shall forfeit the deposit as
agreed liquidated damages, and the acceptance of the proposal will be contingent upon the
Bidder agreeing to this provision.
The bid security of the three Bidders determined to provide Best Value for this Contract will be

held until the Contract is executed and approved.
4. Contractor's Qualifications
Bidder shall provide the following information:
(a) A statement that the Bidder maintains a permanent place of business and address
thereof.

Commissioners demonstrating the Bidder's ability to obtain the Payment and Performance

5. Examination of Site and Specifications
(a) Bidders shall inform themselves of all the conditions under which the Work is to be
performed concerning the site of the Work, the structure of the ground, the obstacles which
may be encountered, whether shown on the plans or not, and all other relevant matters
concerning the Work to be performed. The Contractor to whom a Contract is awarded will
not be allowed any extra compensation by reason of any such matters or things concerning
which the Contractor did not inform himself prior to bidding. The successful Contractor must
employ, as far as possible, such methods and means in the carrying out of their Work as
will not cause any interruption or interference with any other Contractors.
(b) The Bidder is expected to base their bid on materials and equipment complying fully with
this Bid Package and Specifications, and, in the event they name or include in their bid,
materials or equipment which does not conform, they will, if awarded a Contract, be
responsible for furnishing materials and equipment which fully conform at no additional
charge in their Contract price.

(c) Bidders must satisfy themselves, by personal examination of the locations of the proposed
Work and by such other means as they may prefer, as to the correctness of any estimated
quantities contained in this Bid Package and shall not, after submission of their proposal,
dispute or complain of such estimate, or assert that there was any misunderstanding
regarding the nature or amount of Work to be done. For security reasons, the Bidder and/or
potential subcontractors are required to obtain from the County or the County's
Representative, access to the Project site. Access following the pre-bid meeting may be
obtained by coordinating specific times and dates for examination with Patriot, 5300
DuPont Circle, Suite D, Milford, OH 45150, Attention: Michael Weinstein, mobile: 513-767-

The Bidder and/or their potential subcontractors shall make whatever investigations they
deem necessary to satisfy themselves with the full scope of the Work.
The County assumes no responsibility for any conclusions drawn by the Bidder and/or
their subcontractors and/or consultants, regarding existing markings within the Project site.
(d) Before submitting a proposal, each Contractor shall read this complete Bid Package
including but not limited to: Advertisement, Instructions to Bidders, General Conditions,
Special Conditions, the Form of Contract, and the specifications, all of which contain
provisions applicable not only to the successful Bidder but also to any of their
Subcontractors.
6. Interpretation of Proposed Contract Documents
If any person contemplating submitting a bid is in doubt as to the true meaning of any part of
this Bid Package, he may submit to the Greene County a written request, via email to;
mweinstein@patrioteng.com, for an interpretation thereof. The person submitting the request will
be responsible for its prompt delivery. Any interpretation of the Bid Package will be made only
by addendum duly issued or delivered to each person receiving a set of such documents. The
Greene County will not be responsible for any other explanations or interpretations of the Bid
Package.
No statement, representation, opinion, promise, or instruction contained in this Bid Package or
made in connection with performance of this Contract by an agent for the Greene County,
during and in the scope and course of the agent's employment with the Greene County, shall be

deemed to constitute a statement, representation, opinion, promise or instruction of such
person in their individual capacity.
7. Bidding Requirements
(a) Each Bidder shall submit only one bid which will be an all-inclusive LUMP SUM price.
(b) Each Bidder must submit with their proposal special data, if any, in respect to items of
equipment, alternates, or other items which any section of the Bid Package requires to be
submitted.
(c) Incomplete bids that do not contain all items requested in this Bid Package will not be
considered.
8. Estimated Quantities
Bids are to be all-inclusive LUMP SUM bids. Quantities stated in this Bid Package are estimates
and will not be used in establishing final payment due the successful Contractor. The estimated
quantities stated in this Bid Package are approximate only, and each Bidder shall make their own
estimate based on the information contained in this Bid Package and on their direct inspection of
the Project Site and is to calculate their all-inclusive LUMP SUM price accordingly.
9. Conditions in Contractor's Proposal
A Bidder shall not stipulate in their proposal any conditions not contained in the Form of Proposal
included in this Bid Package. Such stipulations may be cause for rejection of the Proposal.
10. License or Royalty Fees
If the Project is designed so as to require the use of a process or processes (as distinguished
from article, apparatus, or equipment) for which licenses or royalty fees will be charged, such
fees for the use of such process or processes will be paid directly by the Bidder to the patentee,
licensee, or owner of such a process, and Bidders shall include such fees in their bids, and
specifically set forth the amount of such fees in their bids.
11. Withdrawal of Proposal
Any Bidder may withdraw their proposal at any time prior to the opening of the proposals by the
Greene County's Representative. No bid may be withdrawn after the opening of proposals
without the prior written consent of the Greene County. The Proposal shall be valid for a period
of not less than sixty (60) days in accordance with the laws of the State of Ohio and may be
extended by mutual consent of the Contractor and the Greene County.
