Description

The U.S. Department of Justice, Drug Enforcement Administration intends to award a sole source purchase order to General Dynamics Mission Systems for KG-175F TACLANEs to securely communicate the Intel Support Systems classified networks. It is required that DEA utilizes NSA approved encryption devices that allow for remote administration/management, configuring, and encryption key management. The encryption devices must integrate with DEA’s key cryptography management system as well as the existing TACLANE devices currently in use. The KG‐175F TACLANE is the only DEA and NSA approved encryption devices authorized on the Merlin and Speedway classified networks. The KG‐175F is a Controlled Cryptographic Item (CCI) sold only by General Dynamics Mission Systems, therefore, no offers could be solicited from other sources. The proposed order is for services for which the Government intends to solicit and negotiate only with General Dynamics Mission Systems. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-4 (Feb 2007) Contract Terms and Conditions-Commercial Items and 52.212-5 (Apr 2008) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The North American Industry Classification System (NAICS) is 334220. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for a competitive quotation. A Request of Quotation (RFQ) is not available.
