Summary

Pierce County Human Services Aging and Disability Resources (ADR) is seeking applications from eligible and qualified organizations interested in providing non-Medicaid funded Family Caregiver Support Program (FCSP) In-Home Respite Services, including traditional daytime hourly respite, and/or sleepover shift respite. The Applicant must be able to provide services to all of Pierce County.

Pierce County ADR is accepting applications only from home care agencies who have met the qualifications established by the Washington State Department of Social and Health Services (DSHS) Home Community Living Administration (HCLA) to provide Medicaid funded in-home care in Pierce County. If your agency is already contracted to provide non-Medicaid funded FCSP In-Home Respite Services, you must re-apply through this process to continue to be a contracted provider.

Background

ADR serves as the Area Agency on Aging (AAA) for Pierce County and administers federal and state funds in partnership with local community organizations. FCSP In-Home Respite services provide temporary relief to unpaid family members or other unpaid Caregivers of senior or disabled adults who are at risk of placement in a long-term care facility. These services include authorized supervision, companionship, and personal care services usually provided by the primary Caregiver of the senior or disabled adult.

The goal of FCSP In-Home Respite services is to meet the needs of the primary unpaid Caregiver by providing short-term relief to prevent burnout and role fatigue. Studies have shown that these services can reduce Caregiver depression, anxiety, and stress and enable them to provide in-home care longer, thereby avoiding or delaying the need for costly institutional care.
