This is a Sources Sought Notice to determine small business sources capable of the virtual police training simulator under NAICS 333310 (Commercial and Service Industry Machinery Manufacturing). Small business size standard is 1,000 employees. Product Service Code (PSC) is 6910 (Training Aids).



BACKGROUND:



THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Federal Government to contract for any service at this time.



Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23 is not at this time seeking offers, and will not accept unsolicited offers.



Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense.

OBJECTIVE:



The objective of this notice is to conduct market research to determine if there are Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of providing inspection of mattresses within the Fargo VA Medical Center. The facility is located at 2101 Elm Street NE, Fargo, ND 58102.



DESCRIPTION OF SUPPLIES:



Description & Salient Characteristics: The Fargo VA Health Care System is requesting Qty 1 Portable Weapons Training Simulator System for the Police Department.

  2. Computer System/IT:

    1. Windows Professional Operating platform (Windows 10 or newer)

    5. Wireless devices must be FIPS 140-2 certified

    6. User authentication with “Strong Password” protection capability

    7. Graphic interface with 4K resolution technology with photorealistic graphics



  3. Projection System:

    1. 1920 x 1080 resolution or better

    2. 2800 + lumens or better

    3. 25lbs maximum

    4. 12’ projection screen with travel case & complete wiring harness



  4. Sound System:

    1. Rack-mounted speaker system



  5. Operational Specifications:

    1. Self-Calibrating under any lighting conditions

    2. Sig Sauer P 320 X Full and X Carry, or replica weapon simulators with ability to expand to other weapons types ie; AR platform, shotgun platform, or carbine platform

    3. Flashlights with IR Lens

    4. Support individual marksmanship training, to include a gun range design that can support training of minimum two (2) trainees and up to 4 (four)

    5. Minimum library of 100 scenarios with the ability to expand or upgrade for video courseware. Must include scenarios on:

      1. Mental illness

      2. De-Escalation

      3. Use of Force

      4. Skill Drills

      5. Low light



    6. Primary focus: close quarters, person-on-person engagement

    7. Expandable to multiple shooters – minimum 2

    8. Ability to show officer response during training sessions

    9. Ability to create custom scenarios

    10. Ability to branch off to other scenarios based on the instructor, trainee or teams decisions.

    11. Simulate hits to officer through vest or other non-lethal forms of force to include: OC spray canister, baton branching

    12. Installation and implementation by manufacturer certified technician

    13. Must be a nationally-certified de-escalation training curriculum

    14. Vendor to provide on-site customer/operator training

      1. Training schedule to be determined after award

        1. May include evening hours







  6. Maintenance and warranty

    1. Minimum one year parts and labor

    2. Current instruction manual digital or hard copy.
