Description

The U.S. Army Contracting Command New Jersey, on behalf of U.S. Army Combat Capabilities Development Command - Armaments Center (DEVCOM-AC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for highly specialized unique fuzing support for various in-house fuze programs. The intention is to procure these services on a competitive basis.



A fuze is a critical munition component that detonates explosive material under specified conditions. There are several types of fuzes, including point detonating fuzes, delay fuzes, proximity fuzes, mechanical fuzes, electronic fuzes, time fuzes, and airburst fuzes. Each type of fuze has unique characteristics and applications. The DEVCOM AC’s Fuze and Precision Armaments Directorate (FPAD) needs highly specialized engineering support related to fuzing. FPAD needs expertise in proximity fuzes and Electronic Safe and Arm (ESA) devices. The engineering services require highly specialized knowledge and experience related to the development of advanced test and evaluation methods. FPAD also requires expertise in fuze setter technology. A fuze setter is a device or person whose primary function is to set the timing or conditions under which the explosive device will explode.



The contractor shall possess expertise in developing advanced test and evaluation methods. Additionally, the contractor shall possess expertise in fuze setter technology and proximity fuzes, including a thorough understanding of their design, development, and implementation. Contractors responding to this Sources Sought notice should have experience providing highly specialized engineering support related to fuzing, such as:




  • Developing and implementing advanced test and evaluation methods for fuzing systems

  • Designing and integrating advanced materials and techniques to increase fuze lethality

  • Advancing the state of the art in proximity fuzes and Electronic Safe and Arm (ESA) devices

  • Collaborating with the U.S. Army and other government agencies to develop and implement fuzing solutions

  • Supporting Program Manager (PM) and Program Executive Officer (PEO) initiatives, as well as Office of the Secretary of Defense (OSD) programs

  • Working with various types of fuze technology, including:

    • Point detonating fuzes

    • Delay fuzes

    • Mechanical fuzes

    • Electronic fuzes

    • Time fuzes

    • Airburst fuzes



  • Developing and implementing innovative solutions to complex fuzing problems

  • Working effectively in a team environment to advance the state of the art in fuze technology



In responding to this Sources Sought notice, contractors should identify personnel who are already on their roster and have the requisite experience and expertise in fuzing. The assessment of the contractor's capabilities will be based on the experience and qualifications of the current personnel, rather than solely on the institutional knowledge of the organization. Therefore, contractors should provide detailed information about the personnel, including their relevant experience, education, and training.



Responders to this SS notice are asked to provide capability statements with the following information:



a. A narrative explaining the company's and specific personnel’s level of knowledge and experience related to meeting the above requirements. This narrative should include, but is not limited to:




  • A detailed description of the company's experience in providing highly specialized engineering support related to fuzing, including the development of advanced test and evaluation methods, and the implementation of advanced materials and techniques to increase fuze lethality.

  • A description of the personnel who would be working on the project, including their relevant experience, education, and training in fuzing and related fields.

  • Examples of past projects or contracts where the company and its personnel have demonstrated their expertise in fuzing, including any relevant successes or accomplishments.

  • A description of the company's approach to collaborating with government agencies, including the U.S. Army and other government agencies, to develop and implement fuzing solutions.

  • A description of the company's experience working with various types of fuze technology, including point detonating fuzes, delay fuzes, mechanical fuzes, electronic fuzes, time fuzes, and airburst fuzes.



b. Listing of past contracts with the same work, or of similar magnitude, including:




  • A list of past contracts or projects where the company has provided highly specialized engineering support related to fuzing, including the contract number, contract value, and a brief description of the work performed.

  • A description of the company's experience working with government agencies, including the U.S. Army and other government agencies, to develop and implement fuzing solutions.

  • A list of any relevant certifications, such as ISO 9001 or AS9100, that demonstrate the company's commitment to quality and excellence in its work.



c. Information on the company's ability to provide innovative solutions to complex fuzing problems, including:




  • A description of the company's experience working with emerging technologies, such as artificial intelligence or machine learning, and how these technologies can be applied to fuzing.



The Government contemplates a three (3) year cost-type contract at this time. The final contract type shall be determined by the executing contracting officer. The anticipated Level of effort is 6 personnel per year.
