SCOPE : Inaccordance with the provisions of Texas Government Code, Chapter 2254,Subchapter A, Professional Services, and Rules and Procedures adopted by theTexas Facilities Commission (TFC), TFC is requesting submittal ofqualifications to provide whole building enhanced commissioning for Project #43-24-2558,to construct two new detention facilities and a total of 200 beds combined thatcreate secure, rehabilitative environments for youth offenders. Thesefacilities will be strategically located in urban areas to enhanceaccessibility and community integration and will be located in the followingareas: Ellis County and Brazoria County.
CONTRACT TERM : It is the intention of TFC to award aContract for whole building enhanced commissioning services for the term of theproject. Services undertaken pursuant to this RFQ will be required to commencewithin ten (10) calendar days of delivery of a Notice to Proceed. Thepreliminary/targeted cumulative Pre-Construction period is estimated to be 195calendar days and the cumulative Construction period is 711 calendar days.
1) PROJECTDESCRIPTION : Thisproject involves the design and construction of two advanced juvenile justicefacilities for the Texas Juvenile Justice Department (TJJD). With a budget of$200 million, the project aims to modernize the juvenile detention system inTexas by creating secure, rehabilitative environments for youth offenders.These facilities will be strategically located in urban areas to enhanceaccessibility and community integration in two of the following market areas:Dallas/Fort Worth, Houston, and/or San Antonio.
Theprimary objectives of the project include the modernization of facilities withcutting-edge security and rehabilitative technologies, the creation ofspecialized care environments for youth with severe mental health issues andviolent behaviors, and the integration of the facilities within urban settingsto maintain proximity to families and provide employment opportunities forstaff. Sustainability will be a key focus, with the incorporation ofeco-friendly design principles to minimize environmental impact and promoteenergy efficiency.
Thefacilities will feature therapeutic spaces, including therapy rooms, counselingoffices, and group session areas to support mental health and rehabilitation. Educationalfacilities such as classrooms, vocational training centers, and libraries willprovide comprehensive educational opportunities and skill development for theyouth. Recreational areas, both indoor and outdoor, will be included toencourage physical activity and social interaction. Secure yet comfortableresidential units will be designed to ensure the safety of residents and staffwhile minimizing an institutional atmosphere. Advanced security infrastructure,including surveillance systems and controlled access points, will maintainorder and safety within the facilities.
Theselected sites will prioritize accessibility via public transportation andmajor roadways to facilitate family visits and staff commutes. Community impactconsiderations will involve engaging with local communities to addressconcerns, integrate the facilities into the urban fabric, and create localemployment and community program opportunities. Environmental assessments willbe conducted to ensure minimal disruption to local ecosystems and compliancewith state and federal regulations.

MANDATORY PRE-SUBMITTAL TELECONFERENCES : Themandatory pre-submittal conferences will be held on Wednesday, June 18, 2025 at10:00 AM and Thursday, June 19, 2025 at 10:00 AM. Pre-registration is required to participatein the teleconference. Respondents must have an employee of their firmattend at least one (1) of the two (2) scheduled pre-submittal teleconferences.TFC shall reject submittals submitted by firms that did not attend one of themandatory pre-submittal conferences.
