Sealed proposals from Contractors will be received by Troup County Purchasing Department, in 100 Ridley Avenue, Suite 3100, until 2:00 p.m. at the time prevailing in
LaGrange, Georgia on 9 JUNE 2026 for the Troup County Board of Commissioners - Fire Station #9 – Demolition & New Exterior Metal Shell - RFP (5/1/2026) located at
103 Railroad Street (Mountville Community), LaGrange, Georgia. At the time and place noted above, the proposals will be publicly opened. The exterior of the package
must be clearly marked, identifying the contents of the package. All sealed proposals shall include a fully completed/executed PROPOSAL FORM, as provided in this
INVITATION TO BID, the required 5% Bid Bond, a detailed project proposal demonstrating compliance with the RFP Scope of Work, a copy of the contractor’s
qualifications, and a copy of the contractor’s written warranty covering all labor, installation, and workmanship.


The contract, if awarded, will be on a lump sum basis. No bid proposal may be withdrawn for a period of sixty (60) days after time has been called on the date of the opening

The project is to be substantially complete in ninety (90) consecutive calendar days. Anticipated start date for construction is on or about OCTOBER 2026.

Mandatory Pre-Bid Meeting to be held on 12 MAY 2026 at 2:00 PM at the jobsite location.


All requests for clarification and/or additional information must be made via email ONLY to Ramona Gillham, Troup County Purchasing
Director, at rgillham@troupcountyga.gov . No phone calls or contacts other
than email are allowed. Contacting any other party prior to the bid opening for clarification and/or additional information will require
that any proposal submitted by said bidder to be declared non-responsive. No requests for clarification and/or additional information will be allowed after 28 MAY 2026 (COB).

Quote/Bid Proposal Fire Station #9 - Demolition & New Exterior Metal Shell (Scope of Work):
General Contractor shall be licensed and insured with the State of Georgia.
Provide and install all required/necessary materials, supplies, labor, equipment, machinery, etc.
for the project, per the scope of work.
Submit a detailed project proposal to include the following: proposed construction drawings,
proposed construction specifications, proposed construction schedule, a copy of all manufacturers’
product warranties, and the contractors’ warranty covering all labor, installation and workmanship.
Submit a final set of detailed construction drawings for review and approval, prior to construction.
Submit a final set of construction specifications, materials and product information for review and
approval, prior to construction.
Troup County (Owner) will obtain all required Permits.
Troup County (Owner) will pay for all required Permits.
See attached Site Plan for jobsite location (103 Railroad Street, LaGrange, Ga 3240).
The existing structure is a pre-engineered (red iron) steel/metal building (40’ x 80’ x 14’ tall).
Troup County (Owner) shall disconnect all utilities to the jobsite, prior to the
demolition/construction work.
Existing monolithic concrete slab foundation shall be protected during demolition/construction
work and remain in place in the current condition for future renovations/use.
Existing structural steel frame (red iron frame) shall be protected during demolition/construction
work and remain in place in the current condition for future renovations/use.
Existing plumbing stub-outs (domestic water and/or sanitary sewer) in the monolithic concrete slab
foundation shall be protected during demolition/construction work and remain in place in the
current condition for future renovations/use.
Existing floor (trough/trench) drain system in the monolithic concrete slab foundation shall be
protected during demolition/construction work and remain in place in the current condition for
future renovations/use.
All work shall be coordinated with Troup County Staff.
Comply with all applicable Building Codes, National Electric Codes, National Energy Codes, Fire Life
Safety Codes, and ADA Handicap Accessibility Codes.
Provide a copy of all manufacturers’ product warranties and the contractor’s written warranty
covering all labor, installation, and workmanship.
Clean-up & dispose of all demolition and/or construction debris/trash, according to
Local/State/Federal regulations.
Protect surrounding areas from damage & debris.
Contractor shall demo/remove all the existing non-structural exterior metal shell (facade) and the
existing non-structural interior finishes, including but not limited to the following items:
Metal roof panels (w/ associated insulation), roof trim, gutters, and downspouts.
Metal wall panels (w/ associated insulation), wall trim, and flashings.
Metal overhead garage doors, door trim, frames, associated track and openers.
Metal exterior doors, door trim, frames, and associated lockout hardware.
Metal exterior windows, window trim, frames, and associated hardware.
Exterior HVAC equipment and exterior overhead electrical service.
Exterior radio antennae.
Interior electrical panels, electrical systems, and lighting systems.
Interior low voltage systems.
Interior partition walls with associated wall coverings and insulation.
Interior ceilings with associated ceiling coverings and insulation.
Interior HVAC systems and bay heaters.
Interior cabinetry, countertops, plumbing fixtures, and appliances.
Interior floor coverings.
All miscellaneous interior finishes.
Etc.
Contractor shall provide and install all of the new exterior metal shell (façade) and the interior
finishes listed below:
Metal (24 gauge) roof system (NO sky lights), 4” nylon PSK vinyl coated insulation,
associated metal roof trim(s)/flashing(s)/boot(s)/sealants.
Metal (26 gauge) gutters and downspouts.
Metal (26 gauge) wall panels, 4” nylon PSK vinyl coated insulation, associated metal
wall trim(s)/flashing(s)/sealants.
Three (3) exterior metal doors (3/0 x 7/0 outswing with ADA compliant panic
hardware, lockout hardware, closures, flat/flush surface), frames, and associated
metal trim(s). Locations to be determined later with the final interior floor plan.
Three (3) exterior metal windows (3/0 x 5/0), frames, and associated metal trim(s).
Locations to be determined later with the final interior floor plan.
Three (3) metal overhead garage doors (match existing locations) (2000 Series Units)
(12’ x 12’), frames, associated metal trim(s), and associated track/openers.
Metal roof system, trim, gutters, and downspouts shall be Bronze (dark brown).
Metal wall panels, trim, and flashing shall be Tan/Beige.
Metal doors, windows, and trims shall be Bronze (dark brown).
Submit a Quote/Bid Proposal to include all required/necessary materials, supplies, labor,
equipment, machinery, etc. for the project, per the scope of work.
