In September 2025, the City of Richmond (“City”) issued a Request for Qualifications (“RFQ”) for the Canoe Run Park Storage Tank Project (“Project”). As required by City Code section 21-44, Richmond City Council adopted Resolution No. 2025-R031 providing approval for the use of a design-build contract for this Project. As part of a two-step procurement process, this Request for Proposals (RFP) is issued pursuant to Richmond City Code section 21-44 and Department of Procurement Services Policy No. 50 to those entities that submitted Statements of Qualifications (SOQs) in response to the RFQ and are invited to submit proposals in response to this RFP (“Shortlisted Offeror”).
The City owns and operates a combined sewer system (“CSS”), comprised of 25 active outfalls, that serves approximately 12,000 acres of land. For the past 50 years, the City has proactively improved the CSS and the WWTP. Approximately $780 million has been invested (adjusted to 2024 dollars) to reduce combined sewage volume, reduce the bacteria discharged, and improve water quality in the James River. In 2020, the Virginia General Assembly enacted Senate Bill 1064 (the “2020 CSO Law”). The 2020 CSO Law established specific timeframes for developing and implementing Final Plan projects that will satisfy the requirements of a 2005 Special Order by Consent. In accordance with the requirements of the 2020 CSO Law, the City submitted a Final Plan Report with selected Final Plan projects to the Virginia Department of Environmental Quality (“DEQ”) in June 2024. The City subsequently received approval to advance the Final Plan projects into design and construction. The Canoe Run Park Storage Tank project (“Project”) is one of four Final Plan projects required for the City to complete construction (and related activities) by July 1, 2035. The Project will capture and redirect combined sewage to a storage tank during wet weather events. Combined sewer flows captured by the storage tank will be discharged back into the combined sewer system by gravity to the City’s wastewater treatment plant for treatment prior to discharge to the James River.
