Description

14th Contracting Squadron located at Columbus AFB, MS 39710, intends to award a sole source award to Cable One INC/ dba Spraklight, 606 Noble Street, Anniston, Alabama 36201.



This requirement is for a turnkey solution to engineer, furnish, install, test, and maintain a commercial wireless internet (Wi-Fi) service for the unaccompanied housing dormitories and designated common areas at Columbus Air Force Base (CAFB), MS. The objective is to deliver reliable, high-speed Internet access to all residents at no cost to them, in compliance with all Department of the Air Force policies. The purpose of this service is to provide Dorm Wireless Internet to 3-day rooms, 94 dorm rooms, and 3 outdoor pavilions postured on one campus at Columbus Air Force Base (AFB). The contractor shall provide installation and all necessary equipment, to include up to 73 modems, up to two WI-FI repeaters and up to seven 24 port switches as specified in the Statement of Work (SOW) for a period of five years one (1) Base Year of 12 months and four (4) 12-month option years. Additionally, for Wide Area WorkFlow (WAWF) invoicing, the BPN for both the Inspector and the Acceptor is F1N3BA; no separate inspector is necessary.



The Government intends to acquire this commercial service under FAR Part 12 and to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1 and DFARS 206.302-1. The proposed source is Cable One INC/ dba Spraklight . Based on the facts documented in the justification, only this source can meet the Government’s requirement because Sparklight (Cable One, Inc.) is currently the only internet service provider with existing cable infrastructure on Columbus Air Force Base capable of providing the required dormitory wireless internet service to the UEQ campus. Other potential carriers do not currently have the necessary on-site infrastructure and equipment and have not obtained the installation franchise agreement required to provide internet service on the installation.



This is not a request for competitive proposals, quotations, or offers. However, all responsible sources may submit a capability statement, proposal, or quotation that will be considered by the Government.



Interested sources shall demonstrate their capability to provide a turnkey dormitory Wi-Fi solution that meets the Government’s requirements, including engineering, furnishing, installation, testing, sustainment, continuity of resident service, interoperability with existing infrastructure as applicable, licensing, and all other requirements identified in the attached public-release SOW/PWS.



The Government will evaluate timely responses to determine whether another source can meet the requirement and whether a competitive procurement is warranted. Responses must contain sufficient detail for the Government to assess the source’s technical capability and transition approach. Submit responses through the contact method identified in the SAM.gov notice no later than the stated response deadline.
