Scope of Services
Intent.

1.        It is the intent of this solicitation to engage one or more qualified Contractors to provide residential property inspection, rehabilitation feasibility analysis, cost estimating, and detailed scope of work write-up services. These services will support Housing and Community Services programs designed to improve health, safety, structural integrity, and long-term sustainability of owner-occupied residential properties.
2.        The Contractor shall evaluate properties to determine the most appropriate intervention, including:

a.        Rehabilitation/repair,

b.        Emergency repair,

c.        Manufactured home replacement, or

d.        Demolition and reconstruction (rebuild), based on program guidelines, funding thresholds, and housing condition,
The goal of these services is to assist the County in providing safe, sanitary, and sustainable housing while ensuring compliance with applicable State and Federal funding requirements.
3.        Procurements resulting from the awarded agreement(s) of this solicitation may be funded in whole or in part with Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds, OR, State Housing Initiative Partnerships (SHIP) Program funds, and are subject to 24 CFR Part 570; 2 CFR Part 200; and all other applicable federal and state laws and regulations.
