Description

The U.S. Consulate Barcelona requires the services of a contractor for the installation and supply of new modular, non-FEBR, stand-alone structures with predefined site-specific requirements at the parking lot of the U.S. Consulate General in Barcelona.



The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed-price type contract.



C. 52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995)

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(b) A site visit has been scheduled for Wednesday, July 2nd, 2025 at 9:30 am.

(c) Participants will meet at U.S. Consulate General in Barcelona, Passeig Reina Elisenda de Montcada, 23, 08034, Barcelona.



Only one (1) representative per company is allowed to attend.

Attendees shall arrive for the site visit 10 minutes prior to the appointed time. The meeting location is Passeig Reina Elisenda de Montcada, 23, 08034, Barcelona.

Registration for Site Visit: Companies are therefore required to submit the attendee names together with a scan of a photo ID e.g. passport, national identification card, or driving licenses and cell phone number of their company's representatives to GSO_Barcelona@state.gov and copy to Ms. Carmen Cataluna, email: CatalunaC@state.gov no later than Friday, June, 27 2025, at 13:00 hours Central European Time (CET). Please use subject line “Registration for Site Visit 19SP1025Q0002.”



In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), all contractors must possess all permits and licenses required to do business in Spain. All offerors will be required to provide proof that they already possess said permits as part of their offer.



All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provisions 52.204-7. The guidelines for registration can be found at https://www.fsd.gov/gsafsd_sp



The proposal shall be submitted as pdf document emailed to CatalunaC@state.gov and copy to Barcelona_GSO@state.gov as soon as possible but not later than July 14, 2025 by 17:30 hours Central European Summer Time (CEST). The email subject line must read "Proposal 19SP1025Q0002" and the email size shall not exceed 45MB.



No proposal will be accepted after the specified time.
