Marin County Behavioral Health and Recovery Services (BHRS) is seeking proposals from qualified community-based organizations to deliver a portfolio of Early Intervention behavioral health programs serving BHSA priority populations across the lifespan. This RFP includes seven distinct Early Intervention project areas, addressing emerging mental health and substance use needs through culturally responsive outreach, engagement, screening, brief treatment, peer support, education, and linkage to care.
Funded programs include community-based early treatment services, domestic violence–informed behavioral health supports, culturally grounded outreach and engagement activities, Ask, Listen, and Connect workshops, early intervention services for older adults, group support for survivors of suicide attempts, and Local Outreach to Suicide Survivors (LOSS) services. Together, these programs are designed to identify emerging behavioral health needs early, reduce disparities in access to care, and prevent the escalation of mental health and substance use challenges.
The initial contract term is one year (FY 2026–27), with the option to renew annually for up to four additional years, subject to performance and funding availability. Funding amounts vary by project category, with multiple awards anticipated across project areas. Programs must align with BHSA Early Intervention requirements and emphasize equity, cultural responsiveness, community engagement, and measurable outcomes related to suicide prevention, housing stability, educational attainment, and overall well-being.
