The Department of Veterans Affairs Institute for Learning, Education and Development (ILEAD) is researching monitoring and control systems to replace the current Crystal Monitor and Control system. If interested, please review the attached Draft Product Description (PD) and email Haley.Turner@va.gov with responses to the below:

The Draft Product Description identifies the Compass Uplink Monitor and Control System as a potential replacement. If your firm is aware of another system that could meet the needs identified in the PD, please identify the system and the specifications. The new Uplink Monitor and Control system must meet or exceed the Crystal Monitor and Control system functionality and full operability with the legacy ILEAD Uplink equipment, currently integrated with the Crystal Monitor and Control system.

If your firm is capable of providing the deliverables in the PD or comparable deliverables, please provide your company name, POC, SAM UEI, and business size.

Background:
The Institute for Learning, Education and Development (ILEAD) provides education satellite services for employees and contractors. These satellite educational programs support Veterans Health Administration (VHA) facilities ability to stay abreast of the latest changes in treatment modalities, techniques, and regulations. The use of a satellite education system enables a much larger percentage of the VHA workforce to receive technical and professional training on a recurring basis. Training that is available through either a live broadcast or recorded broadcast is a tool to deliver current information.

ILEAD also delivers a Veteran centric satellite distribution channel, Veterans News Network (VNN). VNN is delivered to all VA Medical Centers (VAMC), Community Based Outpatient Clinic (CBOC) and Veterans Benefits Administration (VBA) Regional Office (RO). VNN delivers informative information for our Veterans, which can also be viewed on the VNN YouTube channel.

The current VA Knowledge Network (VAKN)/VNN Uplink Crystal Solutions Monitor & Control system is at end of life and will no longer be supported after 12/31/24. ILEAD needs to replace the Crystal Monitor and Control system with a new Uplink Monitor and Control system that meets or exceeds the Crystal Monitor and Control system functionality and full operability with the legacy ILEAD Uplink equipment, currently integrated with the Crystal Monitor and Control system. From market research it was determined that Compass uplink monitor and control system was the best value to ILEAD.

Delivery
Contractor must deliver product to address specified in section
5.2

Installation
Upon delivery, the Contractor must perform remote and onsite system commissioning, integration with legacy equipment, system configuration, system acceptance testing, and onsite operations and admin training for the Compass monitor and control system.

Government-Furnished Equipment (GFE)/Government Furnished Information (GFI): there will be no GFE on this contract.


General Information:

Delivery Date: 90 days after award for all hardware and software delivery. 180 days after award for the remote and onsite professional services.

Place of Delivery and/or Installation: Product shall be delivered and/or installed at 1 Jefferson Barracks Drive Building 56, St. Louis, MO. 63125. Contractor shall deliver and install during normal business hours from 8:00 A.M. to 4:30 P.M. local time, Monday through Friday, or as otherwise specified.

Period of Performance: The period of performance shall be one base period and two 12-month option periods.

Observance of Government Holidays. There are 10 Federal holidays set by law (USC Title 5 Section 6103). Under current definitions, four are set by date:

New Year's Day January 1
Independence Day July 4
Veterans Day November 11
Christmas Day December 25
If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six holidays are set by a day of the week and month:

Martin Luther King's Birthday Third Monday in January
Washington's Birthday Third Monday in February
Memorial Day Last Monday in May
Labor Day First Monday in September
Columbus Day Second Monday in October
Thanksgiving Fourth Thursday in November

Type of Contract: The Government anticipates award of a Firm Fixed-Price contract.
