Notice is hereby given that sealed Bids will be received for the Malphrus Building ADA
Bathroom project located at 224 2nd Ave., Ridgeland, SC 29936, for Jasper County, South
Carolina, (the “County”) until Thursday, April 23, 2026, at 3:00 p.m. at which time all Bids
received will be publicly opened and read aloud in the Jasper County Council Chamber.
To be deemed “received,” the Bid may be submitted electronically through the County’s
vendor registration webpage to ensure that it remains sealed until the scheduled Bid reading
date and time. A link to the County’s vendor registration webpage may be found under Bids
& Solicitations on the County’s website at www.jaspercountysc.gov/services/bids-and-
solicitations/.
The Bid may also be submitted via mail or hand delivered in a sealed envelope to the address
below with “MALPHRUS ADA BATHROOM IVTB #2026-16” written on the outside of
the envelope. It must be received no later than 3:00 p.m. on Thursday, April 23, 2026.
Bidders choosing to submit a hard copy should submit an original and two copies. Bids
received via email will not be considered. Any Bid submitted or delivered after the above
time will NOT be accepted under any circumstances. Jasper County is not responsible for late
submissions caused by delays in mail delivery or a delay in any other method of delivery.

DESCRIPTION OF WORK
• Demo existing walls, floors, electrical, and plumbing in an approximately 8’x11’ area.
• Construct a fully functioning ADA bathroom with interior room dimensions of
approximately 6’9” x 7’6”
• Construct an electrical room closet with interior dimensions of approximately 3’0” x
7’6”
See Exhibit A for specifications and details.
All Bids should include any job-related permits, fees, licenses, and applicable state (6%) and
local (3%) sales taxes.
QUESTIONS
Any questions regarding this Bid must be submitted in writing via email to
oroberts@jaspercountysc.gov or through the vendor registration portal located on Jasper
County’s Bids and Solicitations webpage, https://www.jaspercountysc.gov/services/bids-and-
solicitations/ NO LATER than Monday, April 13, 2026, by 12:00 pm.
All submitted questions will be addressed and posted on Jasper County’s Bids and Solicitations
webpage and the BidNet Direct vendor registration portal by Wednesday, April 15, 2026.
BID REQUIREMENTS
Bids should be typed on company letterhead or on a document which provides the Bidder’s
name, address, phone number, and other pertinent contact information including the bid
number “MALPHRUS ADA BATHROOM IVTB #2026-16”.
The successful Bidder shall be required to furnish the County with an Internal Revenue
Service W-9, a certificate of insurance showing evidence of liability and workers
compensation coverage in the amounts listed below, and any applicable licenses.
Each Bidder must be qualified under the provisions of the most current State of South
Carolina Contractor’s Licensing Law Code. Bids will not be considered unless the Bidder
is legally qualified under the provisions of the South Carolina Contractor’s Licensing Law.
By submitting a Bid, the Bidder is certifying that it has independently determined that its
licensure is adequate to authorize it to submit the Bid.

INSURANCE REQUIREMENTS
The successful Bidder shall be required to provide proof of insurance in the following amounts.
a. Workers' Compensation - The vendor shall provide coverage for its employees with
statutory workers' compensation limits, and no less than $1,000,000.00 for Employers'
Liability. Said coverage shall include a waiver of subrogation in favor of the OWNER and
its agents, employees and officials.
b. Commercial General Liability - The vendor shall provide coverage for all
operations including, but not limited to, Contractual, Products and Completed
Operations, and Personal Injury. The limits shall be no less than $1,000,000.00, per
occurrence, with a $2,000,000.00 aggregate.
c. Business Automobile Liability - The vendor shall provide coverage for all owned,
non-owned and hired vehicles with limits of not less than $1,000,000.00, per
occurrence, Combined Single Limits (CSL) or its equivalent.
All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid opening.
Jasper County (Owner) reserves the right to reject any or all Bids, including without limitation
the right to reject any or all non-conforming, non-responsive, unbalanced, or conditional Bids.
Owner also reserves the right to waive all informalities not involving price, time or changes in
the work and to negotiate contract terms with the successful Bidder.

Exhibit A
Project Specifications
General Requirements:
The Bidder shall meet all building code requirements.
The Bidder is responsible for sketches and/or drawings including stamping of such drawings
from Architects or Engineers if required for permits.
The Bidder shall provide all labor, equipment, and materials for the project unless specifically
specified in this Exhibit.
Walls:
Walls shall be 2” x 4” wood construction with drywall covering.
Drywall shall be finished in ready-to-be-painted condition.
The walls shall be insulated with Owens Corning Pink Next Gen Fiberglass R13 or equivalent
to help control noise unless otherwise required by building codes.
Painting will be done by others.
Flooring:
Flooring shall be waterproof laminate wood plank flooring equal to Happy Feet International –
Mustang Luxury Vinyl Plank. https://www.happyfeetinternational.com/products/mustang
The Bidder shall install all needed quarter round, reducers, moldings, transitions, and
underlayment to install flooring per manufacturer’s specifications. (Final color of the flooring
shall be agreed to by County before ordering materials.)
Plumbing:
Waste lines shall be installed for the ADA bathroom to accommodate the toilet and sink. The
existing concrete floor slab shall be removed to accommodate placing the lines and tying into
the existing sewer system. The concrete slab shall then be patched and finished with the
appropriate concrete material so the flooring material can be placed without issue.

County Supplied Items:
The County will supply the following items for the Bidder to install. In addition to installing
all items according to manufacturer’s specifications, the Bidder shall provide blocking in the
walls to secure the items unless specifically waved by the County.
• Toilet fixture
• Lavatory sink with ADA shroud
• Mirror
• Soap dispenser
• Towel dispenser
• Toilet paper dispenser
• 2 ADA grab bars
• Combination of exhaust fan and light for bathroom
• Overhead light fixture for electrical closet
