This Sources Sought / Request for Information (RFI) is issued solely for market research, information gathering, and acquisition planning purposes. This notice does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB), and it does not obligate the Government to issue a solicitation or award a contract.



The Government does not intend to award a contract based on this notice and will not reimburse respondents for any costs associated with preparation or submission of a response.



PART 3: PURPOSE



Army Contracting Command – Rock Island (ACC-RI), on behalf of WSTC and TRMC, is conducting market research to assess industry capability, acquisition strategy options, and future competition pathways for the WISDOM system.



The purpose of this RFI is to obtain industry feedback to refine the Government’s understanding of available commercial capabilities, improve the requirement, inform acquisition planning, identify small business participation opportunities, and assess transition and sustainment considerations for the contemplated effort.



PART 4: BACKGROUND



White Sands Missile Range currently relies on manual and legacy scheduling processes and siloed data sources to manage test events, range resources, and related coordination activities. The Government seeks to modernize these processes through the WISDOM system, an enterprise scheduling and decision-support capability intended to improve visibility, reduce conflicts, improve resource utilization, and support more efficient test planning and execution.



PART 5: ANTICIPATED SCOPE



The Government is assessing an effort that includes initial discovery, architecture, pilot, and MVP implementation activities for WISDOM. Based on current planning, relevant functional areas may include:




  • Scheduling workflow modernization

  • Resource management and allocation

  • Commodities management

  • Conflict detection and notification

  • Authenticated customer portal capability

  • Reporting and dashboard functionality

  • Process/policy support functionality

  • Agile sprint-based implementation support

  • Architecture and implementation planning for follow-on enterprise scaling



The Government anticipates that the initial effort may focus on discovery and MVP implementation, with potential future follow-on efforts for broader enterprise deployment, sustainment, support, advanced analytics, additional integrations, and localized implementation activities.



PART 6: REQUESTED INDUSTRY FEEDBACK



Interested vendors are requested to provide concise responses addressing the following:



1. Company Information

Provide company name, CAGE Code, UEI, business size/status under NAICS 513210, point of contact information, and relevant contract vehicles.



2. Technical Capability

Describe your firm’s relevant experience with enterprise scheduling, workflow/process automation, customer portal capabilities, resource management, reporting/dashboard solutions, and implementation in secure Government cloud environments.



3. Platform and Implementation Approach

Describe your proposed technical approach, including any platform dependencies, required licenses, proprietary tools, integrations, or third-party support needed to deliver the contemplated capability.



4. Transition and Sustainment

Describe the documentation, technical artifacts, and deliverables your firm can provide to support Government oversight, future sustainment, and potential transition to another provider.



5. Competition and Small Business Participation

Identify which portions of the requirement are best suited for full and open competition, small business participation, subcontracting, or future phased competition.



6. Risks and Recommendations

Identify key technical, schedule, integration, or sustainment risks and provide any recommendations regarding acquisition structure, phasing, or contract approach.
