THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.101(c)); this is not a solicitation. A formal solicitation is not available at this time. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI.



In accordance with FAR 15.101 (c), RFI, the Government does not currently intend to award a contract, but wants to obtain price, delivery, market, or capabilities information for planning purposes. Responses to RFIs are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested. Responses will be treated as information only and not as a proposal. Information received in response to this RFI will be safeguarded adequately from unauthorized disclosure.



INSTRUCTIONS FOR RESPONDING TO THIS RFI



Response Format/Page Limitations: As this is not a proposal the Government recommends a clear concise response and requests responses be limited to 25 pages or less. Interested parties should limit marketing material to allow for direct and substantive responses to the information requested by the Government.



IMPORTANT NOTE: If your company has an existing contracting vehicle that can fulfill this need (e.g., GSA Schedule, NAVFAC MAC/MACC, or any other existing contract/Basic Ordering Agreement), please provide enough information in your response for the Government to analyze those resources to include points of contact, contract number/name, etc.



Any responding contractor may respond to any number of questions posed in this RFI (items A-E below); a submission does not mandate a response to each question asked. All socioeconomic categories are encouraged to respond.



High-Level Scope of Work



The Department of the Navy (DON) seeks information from qualified vendors to inform the development of a statement of work, baseline schedule, and cost estimate for the complete demolition and site clearance of Facility A-639 (Former NGIS Boca Chica) located at Naval Air Station (NAS) Key West, Florida. Building A-639 is a 21,665 SF three (3) – Story masonry constructed Navy Gateway Inn and Suites (NGIS) building located on NAS Key West (Boca Chica), originally built in 1954 and renovated around 1997 (1997 drawings are available upon request).



The purpose of this RFI is to gather market intelligence on current demolition costs, logistical approaches to island-based waste disposal, hazardous material abatement strategies, and industry best practices.



A. Company Information Required



All responding sources must submit a response in accordance with the information provided below.

  • Existing Contractual Vehicles (GWAC, FSS, or MAC) available for this work



B. Corporate Capabilities & Experience



Vendors should address their specific capabilities in executing federal demolition projects, specifically in coastal or island environments:




  1. Similar Experience: Provide two (2) to three (3) examples of similar commercial or federal demolition projects completed within the last five (5) years. Highlight any work performed in remote locations, island environments, or heavily regulated coastal zones.

  2. Federal Access: Confirm your firm’s capability to adhere to military installation security requirements and obtain DBIDS (Defense Biometric Identification System) credentials for personnel access at NAS Key West.



C. Cost Estimation & Rough Order of Magnitude (ROM)



The Government seeks Rough Order of Magnitude (ROM) cost estimates strictly for budgetary planning and market research. Pricing submitted is non-binding.



Based on standard industry practices for a facility of this type, please provide a ROM breakdown and address the following cost elements:

Are there current supply chain constraints, equipment shortages, or labor rate spikes in the Monroe County market that the Government should account for in its budgetary estimates?



Value Engineering



What commercial best practices or alternative demolition/disposal methods could the Government incorporate into the final Statement of Work to safely lower the overall project cost?





D. Island Logistics & Environmental Compliance



NAS Key West presents unique geographical and environmental challenges. Please describe your approach to the following:




  1. Waste Disposal Logistics: Describe your standard approach for removing demolition debris from Key West. Do you typically utilize mainland landfills via the Overseas Highway (US-1), or do you rely on marine transport/barging?

  2. Hazardous Materials: Assuming the presence of standard hazardous materials (e.g., asbestos, lead-based paint), how does your firm handle containment and localized staging prior to off-island transit?

  3. Schedule: How many calendar days would you estimate for a standard demolition project of this nature, factoring in standard South Florida weather delays and logistical transit times?



E. Industry Feedback: Government-Provided Information



To maximize competition and ensure accurate pricing in a future formal solicitation, the Government seeks to understand what specific data the industry requires.




  • What specific documents, site data, or surveys does your firm need from the Government in a formal solicitation package to provide a highly accurate, firm-fixed-price proposal? (e.g., specific types of hazardous material surveys, utility disconnect maps, laydown area dimensions, historical as-built drawings, etc.)
