CONSTRUCTION ENGINEERING SERVICES
CITY OF DANVILLE, IL
The City of Danville is seeking statements of qualifications to determine a qualified engineering firm to perform
construction engineering services for the rehabilitation and replacement of bridges on Voorhees Street.
A. Project Description
The project will combine the rehabilitation of Voorhees Street Structure 092-0153 over Lick Creek along with a
bridge replacement of Voorhees Street Structure 092-0155 over the east fork of Lick Creek.
Specific improvements to the rehabilitation of Structure 092-0153 will include superstructure replacement with
a slab superstructure and reconstruction of pier and abutment caps. The work will also include rehabilitation of
the roadway approaches, replacement of guardrail, approach slabs, abutment backfill, drainage and slope wall
repairs.
The replacement of Structure 092-0155 will involve a three-span continuous slab superstructure, spill-thru
abutments supported by driven H-piles and individually encased piers supported by driven H-piles. The work
will include reconstruction of approach roadways, installation of bridge railing, abutment backfill drainage,
approach slabs and stone riprap for slope protection.
B. Funding
The Phase 3 Construction Engineering will be funded with 80% Federal funds and a local match of 20%. The
selection of the engineering firm will follow the Qualifications Based Selection (QBS) process as outlined in
Section 5-5 of the BLRS Manual.
C. General Scope of Services
The consultant shall provide the resident engineer, inspectors, professional testing services and other technical
personnel to review, observe, monitor and document the contractor's progress on the project from the start of
construction through final completion.
The consultant and sub-consultants are expected to perform complete construction inspection and
documentation services in accordance with, but not limited to, the following general tasks:

Preconstruction Services:
1. Establish the Contract Inspector’s Checklist for Contract Administration as guidelines for the consultant
to follow.
2. Attend an IDOT preconstruction meeting with all interested parties to discuss goals, objectives, and
issues.
3. Conduct a local preconstruction meeting with all interested parties to discuss goals, objectives, and
issues that the City may have. Meeting minutes shall be submitted to the City for review and approval.
4. Review the requirements for construction and all required project permits.
5. Review the plans and specifications in depth, verifying quantities, elevations, and dimensions relevant to
the project. Also, anticipate any potential conflicts or issues and develop solutions prior to construction.
6. Review the contractor’s proposed construction schedule for compliance with the contract.
7. Set up field books, quantity books, diary, job box, and all other forms of proper project documentation,
including CMMS.
8. Prepare a Maintenance of Traffic (MOT) checklist. Review the MOT for possible improvements,
highlighting areas of concern.
9. Prepare a project contact list with names, addresses, phone numbers, and fax numbers for all contractors,
subcontractors, and suppliers for the project. Also, submit 24-hour contact numbers for all applicable
parties.
10. Review the record drawing requirements with the contractor.
11. Provide public notifications, interactions with residents and businesses.
Construction Services:
1. Provide a resident engineer for required daily activities, such as: observing the progress and quality of
work and determining if the work is proceeding in accordance with the contract documents. Maintain a
site presence at all times when the contractor is working. Disapprove any work failing to conform to the
contract documents and immediately inform City and IDOT representatives. Verify that there are no
deviations from the contract documents unless authorized by City and IDOT representatives.
2. Keep inspector’s daily reports and quantity book records up to date. Also maintain project diary noting
all necessary observations. Advise if the contractor is falling behind schedule. Submit weekly reports
from CMMS to the contractor, IDOT, and the City.
3. Maintain orderly files of all relevant project documents so that they can be easily accessed.
4. Maintain a submittal log and check status to ensure timely approval.
5. Perform quantity measurements to prepare pay estimates and change orders to review with contractor
and submit to City for review and submittal to IDOT.
6. Hold City approved progress meetings (if any).
7. Provide liaison functions related to the coordination of contractors, utilities, developers, other agencies,
and property owners engaged or affected by the project.
8. Check and approve project submittals for compliance with standards. Forward recommendations to the
City and IDOT representatives.
9. Maintain daily contact with contractor to monitor schedule and recommend actions that should be taken
if falling behind.
10. Maintain contact with the utility companies and their contractors as needed to monitor concurrence with
proposed schedules, if required.
11. Maintain daily contact with the City and IDOT representatives to inform on all relevant project
information.
12. Inspect, document, and inform the contractor and the City of the adequacy of the establishment and
maintenance of traffic control. Perform all necessary traffic control checks. Document all deficiencies

and contractor responses to notices of the same. Inform the City and IDOT of deficiencies and if the
contractor does not correct or enforce as contract stipulates.
13. Provide Quality Assurance (QA) services in accordance with IDOT QC/QA practices and procedures
(contractor will provide QC). Provide necessary coordination and qualified personnel to perform work
for all materials. Obtain and test soil, asphalt, concrete and aggregate samples to perform necessary
testing to fulfill QA/geotechnical requirements. Reports shall be prepared in a timely manner and
coordinated with QC data. The consultant shall fulfill the requirements as the QA manager.
14. Prepare minutes for all meetings and distribute to appropriate parties.
15. Maintain a set of working drawings as construction is progressing.
16. Provide all necessary equipment, instruments, supplies, transportation, and personnel required to
perform the duties of the project team.
17. Maintain and periodically transmit to contractor a running punch list to expedite project close out.
18. Obtain material acceptance certifications as materials are incorporated into the project to expedite
project closeout. Withhold payment until material inspection and certifications are provided.
19. Monitor and document erosion control and enforce conformity with the plans and standards.
20. Follow the IDOT Documentation of Contract Quantities and CMMS Supplement guides. Complete all
other miscellaneous paperwork and requirements per IDOT to administer the project including but not
limited to certified payrolls, DBE paperwork, interviews, independent weight checks, consultant
evaluations, etc.
21. Provide the City with regular invoices and provide supporting documentation as requested in order for
the City to submit for reimbursement in accordance with Section 5-10 of the Bureau of Local Roads and
Streets Manual.
Post-Construction Services:
1. Perform final inspection with representatives from the City, IDOT, the contractor, and all applicable
utilities to finalize the punch list. Document the items in the final punch list and submit them to the
contractor for closeout. Verify completion of all work and provide a recommendation to the City.
2. Prepare record drawings. Submit the drawings in a hard copy and digital form.
3. Complete a contractor performance evaluation and conduct a post construction meeting with all
interested parties to discuss lessons learned and identify steps to eliminate problems in the future.
4. Verify that all documentation is accomplished and that all material inspections and certifications have
been accounted for and are complete.
5. Provide all documentation associated with the final balancing change order and final pay estimate.

The digital copy should be in PDF format. Questions related to this RFQ should be submitted by email to Justin
Houston jhouston@cityofdanville.org . All questions must be received by 12:00 PM on Monday, August 17,
2026. Any addenda or clarifications that are not within the original RFQ will be posted to
https://www.cityofdanville.org/bids.aspx . The City will provide the final response to questions to all
consultants by 5:00 PM on Tuesday, August 18, 2026.
The statement of qualifications (SOQ) should be clearly marked with the email subject “Section 20-00362-00-

It is recommended that submittals should request a “read receipt” and be followed up with a phone call or email
confirmation to verify receipt. As submittals are to be received electronically, the submittals may be
acknowledged by the receiving party but will not be read or evaluated until after the submittal deadline. City
staff will not comment as to the number of submittals received or the names of submitting consultants until after
the submittal deadline.
All submittals must be thorough, complete and accurate. A table of contents should be provided for all
submittals.
Submittals shall include:
1. Letter of Interest – A brief overview of your firm, technical abilities, understanding of the project, and
contact information.
2. Firm Qualifications – A title page that includes the following information: name of firm, local address,
telephone number, fax number, name of contact person, location of branch offices, if any, and states in
which your firm is licensed to practice.
a. IDOT Pre-Qualifications – As a prequalification of submittal, all prime consultants must be pre-
qualified by IDOT and must submit documentation of their current prequalification status for
Special Services – Construction Inspection.
3. Project Team – Provide general workload/availability along with biographical data and experience on
key professional members of the firm(s) who could be directly involved with this particular project. The
key personnel should include the following:
a. Project Manager who will be responsible for coordinating all activities. Must be a Licensed
Professional Engineer in the State of Illinois with Phase 3 experience. Maximum one (1) person
listed.
b. Resident Engineer who will be responsible for overseeing all construction engineering activities
(must be a Licensed Professional Engineer in the State of Illinois and have a current certificate
for IDOT’s “Documentation of Contract Quantities”).
c. Construction Engineer(s) who will be responsible for assisting the Resident Engineer and have a
current certificate for IDOT’s “Documentation of Contract Quantities”.
d. Any sub-consultants that will be part of the project team
e. Any additional staff that will be involved in Federally funded projects. Maximum one (1) person
listed.
f. Sub-Consultants – List sub-consultants, if any, that will be used. Provide a copy of subconsultant
current prequalification status with IDOT.
4. Project Experience – Provide a minimum of three (3) recent examples of projects within the last five
years that were federally funded and similar in nature to this project. Include a description of each
project including project name, location, client/reference contact, construction value, scope of services
provided, and key staff involved.(project manager, resident engineer, inspector(s), etc.), and duration of
the project.

ensure compliance avoid jeopardizing loss of any external funding sources.
Accessibility and Local Knowledge
Evaluation of the consultant's demonstrated familiarity with local

conditions; availability of key personnel for routine and emergency site
visits; understanding of local agencies, utilities, and stakeholders; and
ability to efficiently provide construction engineering services throughout
the project duration.

The Selection Committee will evaluate Statements of Qualifications using the published criteria. Individual
committee scores are intended to assist in the evaluation process. Following review and discussion, the
Committee will develop a final consensus ranking of the firms based upon overall qualifications, team
experience, and ability to successfully perform the required services. The final ranking may consider, but is not
necessarily determined solely by, the numerical scoring results.
The City will invite the highest ranked firm to negotiate scope, schedule, and fee and will proceed with a
contract that is fair and reasonable. If a contract cannot be reached, the City reserves the right to end
negotiations and proceed with the next-ranked firm.
The engineering agreement will be Cost Plus Fixed Fee format using the BLR 05530 form. The selected
consultant shall also submit draft BC 775 and BC 776 (if needed) forms for review with the draft BLR 05530.
IDOT will review the engineering agreement to verify elements of the contract costs, acceptable indirect cost
rate(s) for application to contracts, and assuring consultant compliance with the Federal cost principles prior to
review/approval by the City Council.
