A. GENERAL
The City of Royse City, Texas ("City") is soliciting sealed proposals from qualified firms with demonstrated
competence and experience to provide municipal solid waste collection, transportation, recycling, and
disposal services within the corporate limits of the City, Waterscape, Valor Farms, and the Verandah MUD,
as more particularly described in this Request for Proposals ("RFP").
This RFP solicits information that will enable the City to select one or more businesses to provide the
services described herein for the benefit of the City's residential and commercial municipal customers.
Definitions
The following definitions apply throughout this solicitation. Where a definition conflicts with the City's Code
of Ordinances, the Code of Ordinances shall control.
Agreement/Contract: The mutually binding legal document obligating the Contractor to furnish the services
specified in this RFP and obligating the City to pay for such services.
Bulky Waste: Goods, furniture, brush, appliances, and other oversized items customary to ordinary
residential housekeeping whose size precludes normal collection methods.
City: The City of Royse City, Texas, a Texas home-rule municipal corporation.
Commercial Unit: Any commercial business or establishment within the corporate limits of the City,
excluding Residential Units.
Contract Administrator: The City Manager or designee responsible for day-to-day oversight of the Contract.
Contractor: The successful Proposer awarded a contract pursuant to this RFP.
Curbside: The area within three (3) feet of the curb, or edge of pavement where no curb exists, that
provides primary access to a Unit.
Disposal Facility: A Type I Municipal Solid Waste landfill permitted by the Texas Commission on
Environmental Quality (TCEQ) and approved by the City.
Excluded Waste: Hazardous Waste, Large Dead Animals, Special Waste, Construction & Demolition Debris
(unless separately contracted), and other materials expressly excluded under this Contract.
Municipal Solid Waste (MSW): Garbage, rubbish, and other discarded materials generated by residential,
commercial, and municipal sources, excluding hazardous, industrial process, and construction/demolition
waste unless otherwise specified.
Poly Cart: A wheeled plastic container, generally 96-gallon capacity, with a tight-fitting lid, designed for
automated or semi-automated collection.
Proposal: A complete, signed response to this RFP submitted by a Proposer.
Recyclable Materials: Materials source-separated from the waste stream for reuse, recycling, or
reclamation as defined in Section F.

B. NOTICE TO PROPOSERS
Delivery of Proposals
Sealed proposals are due no later than 2:00pm on August 24, 2026, at the following location:

Proposers shall submit one (1) original, 3 hard copies, and one (1) digital copy on a USB drive in searchable
PDF format, sealed in an envelope or box marked with the Proposer's name, address, and "SEALED BID –
MUNICIPAL SOLID WASTE AND RECYCLING SERVICES."
Proposals received after the deadline will not be accepted and will be returned unopened.
Public Acknowledgement
The City shall publicly open and acknowledge receipt of all proposals at the time and place stated above. The
contents of proposals will not be disclosed until after contract award, consistent with the Texas Public
Information Act.
Pre-Proposal Conference
A pre-proposal conference is scheduled for August 13, 2026 at 10:00am in the Council Chambers at 100 W.
Main Street, Royse City, TX 75189.
Questions and Inquiries
All questions must be submitted in writing to Samantha Nelson at snelson@roysecity.com no later than
August 14, 2026 at 11:30am. Questions received after this deadline will not be answered. All official answers
will be issued via written addendum posted to the City's website.
Texas Public Information Act
All proposals are subject to release as public information unless properly marked confidential and the Texas
Attorney General confirms an exception applies under the Texas Public Information Act, Chapter 552, Texas
Government Code. Vague or blanket confidentiality claims will not be honored.
Right to Reject
The City reserves the right to reject any or all proposals, waive informalities, negotiate final terms, and
award in the manner determined to be in the City's best interest. Costs of proposal preparation are the sole
responsibility of the Proposer.
