INVITATION FOR BIDS
The Housing Authority of the City of West Memphis, Arkansas, hereafter called the “Public Housing Agency” or PHA, will receive sealed bids for the “Asbestos Abatement and Demolition of Twenty-Five (25) Single-Family Building Units” in Wil-Mor Homes (AR024-001) until 10:00 a.m. (CST), Thursday September 17, 2026 at 430 South 26th Street (Senior Citizens Center), West Memphis, AR 72301, at which time and place all bids will be publicly opened and read aloud. Any bid received after the closing time will be returned unopened.
Bids will be required as follows:
A. A lump sum bid for the asbestos abatement and demolition of twenty-five (25) single family building units, complete.
Copies of Bid Documents for the project may be obtained from the office of the Architect, Kip A. Moore & Associates, P.A., East C Avenue, North Little Rock, AR 72116 (501-372-7200). A deposit of $50.00 for each set of bound Bid Documents is required. Such deposit will be refunded to each person who returns the bid documents in good condition within ten (10) days after bid opening. Bid deposit will not be returned to the successful Bidder. Bid packets may be mailed provided bidder advances a cashier’s check or money order in the amount of $35.00 per set for shipping and handling if they do not have an account with a package shipping company. Electronic copies are available and may be obtained from the office of the Architect ( kmangyal@kamarchitects.com ). Copies of Bidding Documents MUST be obtained by Prime Contractors at the office of the Architect in order to bid this project and in accordance with the Instructions to Bidders.
Questions regarding the Project may be addressed at a Pre-Bid Conference to be held at 430 26th Street (Senior Citizens Center), West Memphis, AR 72301 on Tuesday September 8, 2026 at 10:00AM (CST). Immediately following the Pre-Bid Conference, a site visit of the properties will be held by the Owner. It is strongly recommended that all Contractors attend this pre-bid conference and walk-through.
Bids are being solicited from all business concerns. This includes all Section 3 of the HUD Act, Business Concerns and Non-Section 3, Business Concerns. Award shall be made to the qualified Section 3 Business Concern with the highest priority ranking and with the lowest responsive bid, if that bid is within the maximum total contract price established in the contracting party’s budget for this project and is not more than 9% higher than the total bid price of the lowest responsive bid from any responsible bidder. If no responsive bid by a Section 3 Business Concern meets the requirements stated above, the contract will be awarded to a responsible bidder.
All bids must be submitted on forms included in the specifications, submitted in duplicate and in a sealed envelope plainly marked to show the name and address of the bidder, contract job number, and date and time of bid opening. Bidders are required to have an Arkansas Contractor’s License in accordance with Arkansas State Statute 71-701 et seq. Each bid submitted must contain the following items:
1. Bid Form, signed by Bidder;
2. A Bid Guarantee in an amount equal to five (5) percent of the bid. The Bid Guarantee can be in the form of a certified check made payable to the PHA; a U.S. Government Bond endorsed to the PHA; or a satisfactory Bid Bond executed by the Bidder;
3. A fully executed “Non-Collusive Affidavit”;
4. A fully executed “Representations, Certifications, and Other Statements of Bidders”, form HUD-5369A;
5. Certification of Bidder Regarding Section 3 and Segregated Facilities;
6. Certification of Prime Bidder Regarding Equal Employment Opportunity;
7. Certification of Prime Bidder Regarding Non- Segregated Facilities;
8. Contractor’s Certification Concerning Labor Standards and Prevailing Wage Requirements; and,
The successful Bidder shall be required to furnish an Arkansas Performance and Payment Bond in the amount of 100 percent of the Contract Bid for contracts that exceed $50,000.00, in accordance to Arkansas State Statute 18-44-503, and a fully executed “Previous Participation Certificate” (Form HUD-2430) within three (3) working days of the Bid Opening per Section 12 of HUD 5369A.
The PHA reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the PHA.
