ADVANCE CONTRACT AWARD NOTICE (ACAN)

1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Title

Logistical and coordination of services in support of the 2025 Nunavut Fishery Regulations Consultation Meeting for the Kitikmeot Region.

3. Definition of Requirements

The Department of Fisheries and Oceans Canada (DFO) has a requirement for a logistical and coordination of services in support of the 2024 Nunavut Fishery Regulations Consultation Meeting for the Kitikmeot Region.

By the proposed meeting date, the Contractor must provide logistical and planning services to accommodate travel for up to three (3) representatives from each community to attend the proposed meetings in Yellowknife, NWT on March 19th, 2025 and March 20th, 2025. DFO also requires the services of two (2) interpreters for the two (2) day meeting to interpret English and Inuktitut. As such, the Contractor will also organize and finance the costs of the interpreters for two (2) full days.

The Contractor must:

•        Coordinate and arrange travel, consultation fees, accommodations, and per-diems for up to three (3) representations from each community in the Kitikmeot Region; and,

•        Coordinate and arrange travel, accommodations, and per-diems for two (2) interpreters.

If other potential suppliers submit a statement of capabilities during the 15 calendar days posting period that meet the requirements set out in the ACAN, DFO/CCG will proceed to a full-tendering process on whether the government's electronic tendering service or through traditional means, in order to award the Contract.

If no other supplier submits on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a Contract will be awarded to the pre-selected supplier.

4. Criteria for Assessment of the Statement of Capabilities (minimum essential requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

-        Working with the Hunters and Trappers Organizations of the Kitikmeot Region in organizing travel logistics for a minimum of 5 years.

-        Working with the communities in the Kitikmeot Region in organizing travel logistics for a minimum of 5 years.

-        Established relationships through ongoing communication with the Hunters and Trappers Organization for a minimum of 5 years.

-        Experience in working with local translators.

5. Trade Agreements

The requirement is subject to the following Trade Agreements:

Canada-Chile Free Trade Agreement (CCFTA);

Canada-Colombia Free Trade Agreement (CCoFTA);

Canada-Panama Free Trade Agreement (CPaFTA);

Canada-Honduras Free Trade Agreement (CHFTA);

Canada-Korea Free Trade Agreement (CKFTA);

Canadian Free Trade Agreement (CFTA).

6. Security Requirements

This contract does not contain any security requirements.

7. Justification for the Pre-Identified Supplier

The pre-identified supplier is the only supplier that we are aware of who offers a product which meets all the Minimum Essential Requirements listed above.

8. Exception to the Government Contracts Regulations

The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) – “only one person is capable of performing the work.”

9. Comprehensive Land Claims Agreement (CLCA)

This requirement is applicable to a Comprehensive Land Claims Agreement (CLCA).

-        Nunavut Lands Claim Agreement (1993)

10. Contract Period

The Contract period will be from award to March 31, 2025 inclusive.

11. Estimated Cost

The estimated value of the Contract is $125,946.96 CAD (excluding applicable taxes).

13. Suppliers’ right to submit a statement of capabilities

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.

14. Closing Date

The closing date for a submission of a Statement of Capabilities is February 22, 2025 at 2:00 p.m. EST.
