The Harrison County Board of Supervisors, Gulfport, Mississippi, will receive sealed Statements of Qualifications from qualified firms for:
PROFESSIONAL ARCHITECTURAL/ENGINEERING SERVICES FOR BUILDING REPAIRS AT HARRISON COUNTY FIRE STATION #14, located at 211 Livingston Street, Pass Christian, Mississippi.
Statements of Qualifications will be received until May 7, 2026, at 9:30 AM CT , at the Harrison County Board of Supervisors, c/o Clerk of the Board / Chancery Clerk's Office, First Judicial District Courthouse, 1801 23rd Avenue, Gulfport, Mississippi 39501.

This is a qualifications-based solicitation. Firms shall not include fee proposals in the initial Statement of Qualifications. The County reserves the right to shortlist firms, conduct interviews, and negotiate a contract with the firm determined to be most qualified.
Any and all questions or requests for information relating to this RFQ shall be submitted via email by or before 5:00 PM (CT) on April 17, 2026. All questions should be directed to the Harrison County Purchasing Department, 1801 23rd Avenue, Gulfport, Mississippi 39501, by calling (228) 865-4028, or by email request to jswilliams@co.harrison.ms.us .
All “Sealed RFQ Submittals” must be on file with the Clerk of the Board prior to the opening date and time as stated above. Sealed submittals must be sealed and clearly marked on the outside of the envelope as indicated “PROFESSIONAL ARCHITECTURAL/ENGINEERING SERVICES FOR BUILDING REPAIRS AT HARRISON COUNTY FIRE STATION #14” to be opened THURSDAY, May 7, 2026.
Sealed envelopes not so marked are submitted at the risk of the prospective contractor and the County assumes no responsibility for the premature opening of same by any County employee. Sealed submittals sent through the U.S. Mail are done so at the risk of the prospective contractor and should be addressed to the Harrison County Board of Supervisors, in care of the Chancery Clerk’s Office, Post Office Drawer CC, Gulfport, Mississippi, 39502. The County is NOT responsible for submittals that arrive in the mail after the designated opening time. Sealed submittals may be shipped or delivered in person to the Harrison County Chancery Clerk’s Office in the First Judicial District Courthouse located at 1801 23rd Ave, Gulfport, Mississippi 39501 until 5:00 p.m. on May 6, 2026 or the EMA conference room at the First Judicial District Courthouse, 1801 23rd Ave., Gulfport, Mississippi on May 7, 2026 prior to the opening time as listed above. Any packages delivered to or received after the deadline will not be considered and shall be returned unopened to the addressee.
Those desiring consideration shall submit one (1) USB drive, one (1) original and five (5) copies clearly identified. Due to the number of required copies, no electronic submittals will be accepted.
If the county is closed for any reason, including but not limited to: acts of God, strikes, lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods, or other natural disasters (the “Force Majeure Events”), which closure prevents the opening of qualification submittals at the advertised date and time, all submittals received shall be publicly opened and read aloud on the next business day that the county shall be open and at the previously advertised time. The new date and time of the submittals opening, as determined in accordance with this paragraph, shall not be advertised, and all Contractors, upon submission of a qualification submittals, shall be deemed to have knowledge of and shall have agreed to the provisions of this paragraph. Submittals shall be received by the county until the new date and time of the submittal opening as set forth herein. The county shall not be held responsible for the receipt of any submittals for which the delivery was attempted and failed due to the closure of the county as a result of a Force Majeure Event. Each Contractor shall be required to ensure the delivery and receipt of its submittal by the county prior to the new date and time of the submittal opening.
The Owner expressly reserves the right to accept or reject any or all submittals or any part of any or all submittals based on best submittal determination. If the submittal documents request separate phases or items of a project, the Owner reserves the right to accept or reject any or all submittals or any part of any or all submittals based on a best submittal determination on each phase or item for which a separate submittal is requested.
