2025 ~ Refuse, Recyclables, Landscape, Electronic & Hazardous Waste Collection and Disposal Services (Waste Services RFP)

The Village of Oak Lawn has issued an RFP (see link at the bottom of the page) for the comprehensive collection and disposal of refuse, recyclables, landscape waste, electronic waste, and hazardous waste. The contract will cover daily public and weekly residential services for approximately 15,200 single-family and two-family dwellings, with a discounted rate available for about 3,600 senior citizens and residents with disabilities. Services include waste pickup at public locations, residential curbside collection, special item disposal (e.g., electronics, white goods), storm damage cleanup, street sweeping, and support for village events. Proposals must include detailed contractor qualifications, references, financial capability, compliance records, and an option for innovative waste handling ideas.

Mandatory Pre-Submission Conference: Interested contractors must attend this pre-submission conference on Wednesday, June 4,2025, at 10:30 a.m. at the Oak Lawn Village Hall.

Written Questions: Questions regarding the RFP must be submitted by Monday, June 9, 2025, at 2:00 p.m.

Proposal Submission: Proposals must be submitted by Tuesday, July 1, 2025, at 2:00 p.m. at the Office of the Village Clerk. (previous deadline June 17, 2025)

Bid Opening:  Proposals will be publicly opened and recorded on Tuesday, July 1, 2025, at 2:15 p.m. (previous bid opening June 17, 2025)

A $25,000 bid bond is required with each proposal, and the winning contractor must also submit a performance bond before the agreement is finalized.

The evaluation process, conducted by a committee of Village staff and other appointed reviewers, will consider not only pricing but also experience, financial health, capacity, legal compliance, and customer service readiness (e.g., call center support). The committee may conduct interviews and negotiate terms with one or more top proposers.

A final recommendation is expected to be submitted to the Village Board for approval, though the Village reserves the right to extend this process by up to two months. The initial contract term runs from October 1, 2025, through September 30, 2029, with an option for an extension of up to 48 additional months.
