Description
The Town of Coaldale is located in southern Alberta, approximately 11 kilometers east of the City of Lethbridge. With a 2019 census population of 8,691, and an average annual population growth rate of 2.37%, Coaldale continues to see strong residential and non-residential growth year after year. The Town is prepared to invest in Coaldale’s future by promoting the maintenance and renewal of existing infrastructure, including critical wastewater collection systems.
The Town has ongoing concerns with the deterioration of old vitrified clay tile (VCT) sanitary pipe throughout established areas of the community. Common concerns with aging VCT pipe include root infiltration, groundwater infiltration, mineral deposits, sags/settlements, offset joints, service protrusions, and cracked/broken pipes. Ongoing closed-circuit television inspections (CCTV) are completed throughout Town with a focus on areas with known pre-existing concerns. These CCTV inspections are utilized, amongst other things, to identify key areas which require rehabilitation and are suitable for cured-in-place pipe liner (CIPP) rehabilitation.
The Town has successfully utilized (CIPP) liners in the past as an alternative to complete excavation and replacement of sanitary pipes. In the right circumstances, previously installed CIPP liners have proven to be a cost effective, non-invasive, and long-lasting rehabilitation option for the Town. Pre-project planning and pre-construction CCTV inspection ensures that sanitary mains most suitable for CIPP rehabilitation are targeted in an annual lining program.
The expectation for this project is to have identified sanitary pipes rehabilitated with a fully structural CIPP liner. The successful Proponent will need to be capable of delivering both design and construction services. Liners shall be designed in accordance with ASTM F1216 using the conditions and parameters provided in the specifications.
