This serves as a Request for Information and Sources Sought Notice (IAW DFARS 206.302-1), as well as a Notice of Proposed Sole Source Contract (IAW FAR Subpart 5.2). This is not a solicitation.
Tobyhanna Army Depot, Tobyhanna, PA 18466, intends on awarding a sole source, firm fixed-price (FFP) contract, IAW FAR 6.302-1, to Barnett Engineering & Signaling Laboratories, LLC (BESL), 1575 Vapor Trl, Colorado Springs, CO, 80916 for ultra-high frequency satellite communications (SATCOM) Enhanced Monitoring System (EMS) support services. This work includes, but is not limited to, maintenance of existing software, development of EMS 2.0, integration with SATCOM systems, and adaptation to evolving operational needs, including integration with DoD-hosted cloud environments. Reference DRAFT PWS, attached. This notice is not a request for competitive proposals, a solicitation will not be made available through the Government Point of Entry (GPE), and no contract will be awarded on the basis of offers received in response to this notice.
Though this is not a request for competitive proposals, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. Responses should include, at a minimum: company CAGE and/or UEI, business size and socioeconomic status, POC, similar/relevant contracts, subcontracting intentions (what will be performed in house and what will be performed by subcontractor), and . Interested parties may also take this opportunity to submit any requests for information or questions regarding this requirement.
Any response to this notice must show clear and convincing evidence that your firm has the capability to meet the requirements and that competition would be advantageous to the Government. The determination to not compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
