INVITATION FOR BIDS
Sealed bids will be received from prequalified contractors at the office of the Department of Public Works
of the City of Manchester, New Hampshire before or at 2:00 P.M., prevailing time on March 5, 2026 for
the following described services:
PAVING PROGRAM
FY26-500-25
The City of Manchester is accepting bids for its annual paving program. The contract is comprised of
paving various streets, totaling approximately 12 miles. Individual paving sections range from
approximately 700 to 28,000 square yards (SY), and are defined in Appendix A.
Paving sections are proposed at various locations within the City of Manchester and consist of a range of
pavement treatments, including Pavement Reclamation, Mill and Overlay, and Overlay, along with other
associated work such as curb installation and/or reset and sidewalk and curb ramp reconstruction, as
required. Other ancillary work may include, but is not limited to, replacement of traffic signal loops,
reinstallation and adjustment of utility structure castings, restoration of pavement markings and striping.

City Standard Specifications and prequalification forms are available on the City’s website at
https://www.manchesternh.gov/Departments/Purchasing/Forms-and-Documents.
All individuals, firms, partnerships, or corporations intending to bid must be prequalified for the project.
Those contractors who have not submitted their Annual Prequalification forms and are interested in
bidding shall be required to submit their project specific prequalification form at least five (5) working
days prior to the bid opening.
Bids must be completed in both words and numerals on regular proposal forms, which shall be submitted
in a sealed envelope marked:
“Proposal for PAVING PROGRAM FY26-500-25”
Bids must be addressed and delivered to the Department of Public Works not later than the date and time
noted above, at which time they will be publicly opened and read aloud.
Bids must be accompanied by a Certified Check or Bid Bond in the amount listed above, payable to:
“Department of Public Works, City of Manchester, N.H.”, as security for the execution of the Contract.
A Performance and Payment Bond each in the amount of 100 percent (100%) of the Contract price will be
required from the successful bidder.
