Boone County, Kentucky invites your company to provide a proposal for the implementation of a replacement of its Public Safety Systems.
The County is looking for a systems integrator (SI) proposal that provides the functionality to replace its current systems with either a single vendor or best of breed solution, where the SI Vendor provides a single proposal and assumes total responsibility for the integration, implementation and ongoing support of the integrated solution. The County is soliciting proposals for the replacement of the following components:
The proposed system must integrate with the various Fire Records Management Systems (FRMS) used by each of the Fire Departments in the County.
The County recognizes that this project will have a significant impact on the County staff and is looking to minimize that impact insofar as possible. To the extent vendor is able, the County is looking for the vendor to conduct a thorough business analysis at the start of each module and to provide the County with a pre-configured system using its best practices and experience as a model. The County is expecting to review and test this preconfigured system, requesting changes as required.

Boone County has utilized the Hexagon Public Safety System since 1997 to provide computer aided dispatch (CAD) and CAD Mobile services for the County’s citizens. They have used OnBase EDMS as their Law Records Management System (LRMS) since 2017. The Fire Departments in Boone County utilize a variety of Fire Records Management Systems (FRMS) including First Due, HealthEMS, ESO, and FlowMSP.
Boone County also uses KYOPS (Kentucky Open Portal Solution), a centralized system developed by the Kentucky State Police to standardize and streamline records and reporting for law enforcement agencies statewide. The state mandates that the agency input data into KYOPS for citations, incidents, and crash reports. This information is then utilized by KYOPS to generate and submit NIBRS reports.
The Boone County Fiscal Court intends to modernize their current CAD/RMS platform and improve their overall operations through the procurement of a modern integrated Public Safety System. The Boone County Public Safety Communications Center (PSCC) has issued this Request for Proposal to procure a fully integrated CAD/LRMS/Mobile solution that has a seamless information flow between CAD/CAD Mobile and Law FBR/RMS, and interface with KYOPS and the various FRMS used by the Fire Departments in the County.
