Request for Proposals
Citywide Managed Fiber Network, Internet, and On-Demand WAN Services
1. Request for Proposal
a. Notice is hereby given that City of Ferguson is seeking proposals for services for
Citywide Managed Fiber Network and Internet Services. Interested firms are
invited to submit their qualifications for consideration. The submittal should
contain, at a minimum, the information included in this Request for Proposal (RFP).
b. Proposals should be submitted electronically to: jseastrom@fergusoncity.com
Proposals should be clearly marked for the project you are submitting for: Citywide
Managed Fiber Network and Internet Services.
c. Proposal Deadline: 11:00 AM October 16th, 2026 local time. Proposals received
after the deadline will not be opened.
d. All inquiries related to this RFP are required to be made to:
i. Jared Liebers, IT Specialist by email at jliebers@fergusoncity.com
ii. Brett Farnam, Ferguson Police IT Director at bfarnam@fergusoncity.com
2. Project Overview & Objective
The objective of this RFP is to source a scalable, secure, and dynamically provisioned wide
area network (WAN) solution using Switched Ethernet on Demand (SEoD). We are seeking a
vendor capable of designing, provisioning, and managing an intelligent network
infrastructure that seamlessly connects our business locations while optimizing traffic flow
and bandwidth costs.
3. Location Details
* Locations to Connect:
Primary Sites
o
Primary Sites will have a fiber 1G connection to the internet and a separate
fiber 1G connection to the city wide dynamic switched network.
Ferguson City Hall
110 Church Street, Ferguson, MO 63135
Ferguson Police Department
202 South Florissant Rd, Ferguson, MO 63135
Ferguson Community Center
1050 Smith Ave, Ferguson, MO 63135
Secondary Sites
o
Secondary site will have a fiber 1G connection to the city wide dynamic
switched network and receive internet via one of the primary sites.
Ferguson Fire Department House 1
200 South Florissant Rd, Ferguson, MO 63135
Ferguson Fire Department House 2
10701 W. Florissant Ave, Ferguson, MO 63135
Ferguson Community Center Event Space
1072 Smith Ave, Ferguson, MO 63135
Ferguson City Garage
901 Ferguson Ave, Ferguson, MO 63135
Ferguson City Pool
January-Wabash Park, 501 North Florissant Rd, Ferguson, MO 63135
* Current Network Constraints:
The current Network doesn't completely serve all of the city locations and some of
the locations do not currently have a fiber connection. Additionally, the current
network is not able to be dynamically reprovisioned or have bandwidth dynamically
increased or decreased which is a requirement for Disaster Preparedness. Because
of these limitations, there are often times when camera feeds, central door locking,
and VoIP services are not able to be effectively provided and in the event of an
emergency, command centers can not be setup at other city sites and tie into core
critical infrastructure at the Police Department or City Hall.
4. Key Technical Requirements
Vendors must propose a managed Ethernet, software-defined WAN, Network-as-a-Service,
or comparable architecture capable of meeting the following functional requirements:
* Dynamic Bandwidth Scaling: Ability to self-serve, provision, and rapidly scale
bandwidth up or down via a central web-portal.
* Dynamic Site-to-Site or City-Wide VLAN scaling: Ability to self-serve, provision,
and rapidly add and remove VLANS and create city-wide or site to site links via a
central web-portal.
* Integrated Secure Access: Provision of both Virtual Private Network (VPN) and
dedicated internet access over a single physical or virtual connection for secondary
sites.
* Traffic Prioritization: Capability to prioritize mission-critical data, voice, and video
traffic to maximize user experience and reduce network congestion.
* Traffic Prioritization Adjustments: Capability to self-service re-prioritize traffic in
near real-time at each site via a central web-portal.
* Managed CPE/Devices: Utilization of a single managed Customer Premises
Equipment (CPE) for routing, switching, firewall, and Intrusion Prevention System
(IPS) without changing customer owned equipment or requiring purchase of new
equipment. Must have the ability to later add Co-Managed equipment for real-time
monitoring by the servicer in order to create tickets automatically and resolve
problems before city technical support is even aware of the issue.
* Network Resiliency and Local Infrastructure: The proposed network must utilize
infrastructure and points of presence capable of providing resilient service to City
facilities. Vendors shall identify the locations of relevant network facilities, points of
presence, central offices, network operations centers, and redundant routes
serving the City and describe how the proposed architecture minimizes the risk of a
single geographic or infrastructure failure.
5. Submission Requirements
Interested and qualified companies should submit a detailed response including, but not
limited to:
* Pricing Model: Break down initial setup/installation costs alongside recurring
monthly charges. Include any contract terms.
* Implementation Schedule: From contract signing to cutover
* Support & Management: Overview of how your team handles 24/7/365 network
monitoring and escalations
* Service Level Agreements (SLAs): Guaranteed uptime, mean-time-to-repair
(MTTR), and packet delivery metrics.
* Network Design & Architecture: Detailed topology, including locations of fiber
entry points (if applicable), POPs, and failover/redundancy measures for both
internet facing and the switched city-wide network.
6. Evaluation and Selection Process:
* The City of Ferguson will evaluate the submitted proposals based on factors such as
technical capabilities, service quality, pricing, and overall fit with the city's
requirements.
* The City reserves the right to reject any or all bids and to waive any irregularities in the
best interest of the City.
* If deemed necessary, a shortlist of firms will be notified for follow-up interviews.
* A recommendation selection will then be made and forwarded to the City Council for
their consideration. Final selection authority rests with the City Council.
