Summary

The Office of County Counsel (“County Counsel”) of the County of Orange (“County”) is seeking responses from attorneys and law firms to this RFP to provide the County with legal advisory services related to information technology (“IT”) managed services procurement, contract development, contract negotiations, and IT advisory services.

The intent of this RFP is to enable County Counsel to recommend a qualified and responsible attorney or law firm for consideration and selection by the Board of Supervisors to provide the legal services required in connection with the County IT Legal Services and scope of services described herein.

Background

County Counsel is seeking proposals from qualified and responsible attorneys or law firms to provide legal services to the County related to the County’s IT sourcing efforts and important facets of IT operations. More specifically, the County is soliciting proposals from qualified attorneys or firms with broad experience in voice and data network services, Voice over Internet Protocol (VoIP), data center operations, IT security services, service desk operations, desktop support, and applications services (“IT Operations”) to provide legal services related to: IT outsourcing agreements; extensive experience creating, drafting, and negotiating service level agreements; IT procurement including government procurement of information technology services; scope of work development; development and review of request for proposals; contract drafting and negotiation; technology implementation; contract/vendor/performance management matters; and other post-award advisory matters (collectively, “County IT Legal Services”). County Counsel is seeking proposals from qualified and responsible attorneys or law firms who are willing to enter into the County’s standard Agreement for Professional Legal Services, attached hereto as Attachment A, and perform the County IT Legal Services described herein. Interested attorneys or law firms must submit information requested in response to, and in accordance with this RFP.
