The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA”) will receive sealed bids for Demolition Contractor Services for the building at 207 North 6th Street and a skybridge connecting two parking garages located between 6th and 7th Streets crossing Pine Street, until the deadline listed below, at which time there will be a public bid opening.

Sealed proposals are due: June 23, 2026 at 1:00 p.m. CDT, extended PER ADDENDUM 1

All bids shall be submitted pursuant to the terms and conditions in this Invitation and the Instructions to Bidders. Potential Bidders may obtain related Documents from the Authority at the following address:

Section 02 41 19 - Selective Demolition of an
Existing Abandoned Pedestrian Bridge Over Public Right-of-Way
The Land Clearance for Redevelopment Authority of the City of St. Louis ("LCRA") is the owner
of the former Macy's parking garage located in city block 129 at 615 Pine. LCRA is issuing this
Request for Bids in cooperation with the owner of the Kiener West parking garage. The
skybridge connects the former Macy's garage and the Kiener West parking garage.
Part 1 - General
1.01 Description of Work
Work under this section includes furnishing all labor, materials, equipment, traffic control,
temporary supports, engineering services, and incidentals necessary to safely demolish and
remove the existing abandoned pedestrian bridge spanning the public right-of-way between
adjacent buildings, including associated structural elements, utility systems, and appurtenances
as identified in the Contract Documents.
Work generally includes:
A. Pre-demolition investigation and field verification
B. Utility identification and coordination
C. Demolition engineering and sequencing plan
D. Obtaining all necessary permits from the Building Division
E. Temporary support systems and protective measures
F. Traffic and pedestrian control including obtaining necessary permits from the Street
Division
G. Bridge demolition and removal
H. Restoration of affected areas
1.02 Existing Conditions
A. The existing pedestrian bridge is abandoned and is not intended to remain in service.
B. Existing record information regarding bridge construction, modifications, ownership,
easement rights, utility attachments, and structural conditions may be incomplete or
inaccurate.
C. The bridge spans a public right-of-way and may include physical connections to adjacent
privately owned structures.
D. Information contained within the Contract Documents is provided for reference only and
shall not relieve the Contractor of responsibility for field verification of observable
conditions.

1.03 LCRA Responsibilities - Ownership and Access Coordination
A. LCRA will continue efforts to determine ownership status, easement rights, access
rights, maintenance responsibilities, and required authorizations associated with the
bridge and adjacent properties.
B. LCRA will obtain available authorizations and legal permissions required for execution of
the work to the extent determined necessary by LCRA.
C. Information provided regarding ownership, easements, property rights, maintenance
agreements, or access rights may be incomplete and shall not be interpreted as a
representation or warranty of unrestricted property rights.
D. Discovery of previously unidentified ownership interests, easement restrictions, property
claims, or access limitations may require modification of project sequencing, access
procedures, or scope of work.
E. Such discoveries may constitute changed conditions subject to review by LCRA.
1.04 Contractor Investigation
Prior to beginning demolition activities, the Contractor shall:
A. Perform field verification of existing conditions.
B. Verify dimensions, support conditions, connection details, and site constraints.
C. Identify visible utility systems, conduits, communications systems, lighting systems, and
attached components.
D. Promptly notify LCRA of conditions differing from those indicated in the Contract
Documents.
1.05 Demolition Engineering Requirements
A. Submit a demolition plan sealed by a licensed Professional Engineer registered in the
project state.
B. Demolition plan shall include:
a. Sequence of demolition operations
b. Structural stability evaluation during demolition
c. Temporary support and shoring requirements
d. Crane and lifting procedures
e. Debris containment methods
f. Traffic-control measures
g. Public safety measures
h. Emergency procedures
C. No demolition operations shall commence until the demolition plan has been accepted
by the City of St. Louis and LCRA
Part 2 - Execution
2.01 Protection of Public and Property
A. Protect the public, adjacent structures, utilities, and improvements from damage
throughout demolition operations.

B. Provide barriers, fencing, overhead protection, traffic-control devices, and debris
containment systems as necessary.
C. Prevent materials and debris from entering active roadways, sidewalks, or adjacent
properties.
D. Immediately suspend operations if conditions develop that may create unsafe conditions.
2.02 Utilities
A. Verify status of existing utilities prior to demolition.
B. Coordinate utility disconnections with utility owners and affected parties.
C. Assume unidentified utilities may exist within bridge walls, floors, ceilings, or structural
members.
D. Damage resulting from failure to adequately investigate visible conditions shall be
repaired by the Contractor at no additional cost.
2.03 Hazardous Materials
A. Existing bridge materials may contain hazardous substances including:
a. Lead-based coatings
b. Asbestos-containing materials
c. PCB-containing materials
d. Other regulated substances
B. Stop work and notify the Authority upon encountering suspect materials not previously
identified.
2.04 Removal Limits and Restoration
A. Remove bridge components completely unless specifically noted otherwise.
B. Remove exposed connection elements and restore adjacent building surfaces.
C. Restore disturbed pavement, sidewalks, walls, and affected areas to original or
approved conditions.
