This intake seeks to initiate a competitive Invitation to Quote (ITQ) to procure bed bug pest control services.
Pinellas County’s Construction & Property Management Department (CPM) supports facilities that provide essential health, housing, and supportive services to some of the County’s most vulnerable residents. This request is for preventative bed bug pest control services at the Bayside Health Clinic and Pinellas Safe Harbor, two facilities that serve individuals experiencing homelessness and other at-risk populations through medical care, shelter, and supportive services. Due to the high-occupancy, residential nature of these environments, proactive pest prevention is critical to protecting public health, preserving client dignity, and maintaining safe and functional conditions for staff and visitors.
CPM requests Purchasing does not exercise the renewal option under the current contract due to limitations in the existing cost-per-square-foot pricing model. This structure does not provide sufficient transparency or verifiable accountability to confirm treatment locations, service coverage, or alignment between preventative activities and site-specific risk conditions. From a contract management and best-value perspective, CPM requires a service approach that clearly defines preventative tasks, supports measurable performance standards, and enables the County to validate services rendered.
CPM requests Purchasing rebid these services as location-specific preventative maintenance programs tailored to the operational needs of each facility. The solicitation will emphasize high-quality prevention, early detection, routine monitoring, and clear documentation. Mandatory site meetings at both locations will be required to ensure proposers fully understand facility conditions, access requirements, and service expectations, allowing vendors to submit informed proposals that support effective, accountable, and sustainable service delivery.
