1. INSTRUCTION TO BIDDER

1.1. To obtain specifications or bid packet, information for this Solicitation, information can be downloaded at

the McLennan County website; Link: https://www.mclennan.gov/Bids.aspx or by contacting, Tim Cubos,

1.1. a. Sample forms, are available for pick-up at the Purchasing Department, located at 214 North 5th

1.2. It is the Bidder’s responsibility to check the McLennan County website, frequently for any possible updates

1.3. Bidder may submit general/clarification questions by Monday, August 10, 12:00pm CST, concerning

contract or bid specifications or requirements to the Contract Administrator’s at Tim.Cubos@mclennan.gov.

Vendors are encouraged to submit your questions as soon as possible to allow adequate time for answers

and any issues that may arise.

2. SUBMISSION OF BID

2.1. Sealed bids shall be received by the McLennan County Purchasing Department prior to

closing date and time of Thursday, August 20, 2026, at 2:00pm (CST)

2.2. Late bid(s) or bid(s) not received by closing date and time shall NOT be considered. McLennan

County is not responsible for the lateness of mail carriers, weather conditions, etc.

2.3. Emailed or faxed bid response(s) shall NOT be accepted.

2.4. Bids shall be received, in a sealed envelope, or sealed box or container, at the address below, clearly and

plainly marked:

2.5. Submittal(s) should contain one (1) original bid response and one (1) duplicate/copy of the bid

response, for a total of two (2) complete responses. The original and copy can be in the same

envelope, box or container and should be clearly marked as “Original” and “Copy”.

2.6. Bid opening will take place in the Purchasing Department, 214 N. 5th Street, Waco, TX 76701, Thursday,

August 20, 2026, following 2:00pm closing date and time at which time bids will be opened and read

aloud.

2.7. Bid Withdrawal, Bid Change and Alternate Bid

a. Bidders may withdraw Bid(s) at any time prior to the official opening.

b. To guarantee the authenticity of the change, responding bidder, shall initial alterations made prior to

bid opening date and time.

c. After the official opening, bids may not be amended or altered and may not be withdrawn without the

approval of Commissioners Court.

d. McLennan County reserves the right to accept or reject, in part or in whole, any bids submitted; and to

waive any technicalities, informalities or defects if deemed in the best interest of the County.

3. GENERAL PROVISIONS

3.1. The period for acceptance of this Bid will be thirty (30) calendar days unless the bidder notes a different

period for McLennan County Commissioners Court, approval.

3.2. Exceptions: Bid speaks for itself. Bidders taking exception to any terms, conditions or specifications of this

bid must clearly state in writing such exception(s) and should be included on bid enclosed price and cost bid

worksheet. The County will be the sole judge of the acceptability of any exception noted and is not bound

to consider any bid submitted with exceptions.

3.3. Evaluation Criteria: The bid award will be based on, but not limited to, the following factors:

Response to Bid Specification;

Cost;

Vendor, experience, reputation and ability to perform requested goods and/or services;

Vendor’s past performance record/past relationship with the County;

Location and availability of materials and

Lead Time for request.

4. CONTRACT REQUIREMENTS AND SPECIFICATIONS

Constable Door Tag: Bright orange paper, black ink, 8 5/8” x 4”, printed 1 side, die cut door

handle. Orders need to be in increments of 500. Individual Constable Precinct may vary at each

5.7. CONTRACT TERMS AND CONDITIONS

This Bid, submitted documents, any negotiations, when properly accepted and awarded by

McLennan County, shall constitute a contract equally binding between the awarded bidder and

McLennan County. No different or additional terms will become a part of this Contract with the

exception of a Change Order.

Contract Term and Renewal Option(s): The initial Contract term, which begins on effective

date September 1, 2026, through August 31, 2027, and there are four (4) one (1) year

option(s) to renew the Contract.

McLennan County Commissioners’ Court may consider renewing this Contract, at the end of each

term contract period, if the requested increase is no more than three (3%) percent.

If the requested increase exceeds three (3%) percent, due to unforeseen high inflation,

McLennan County Commissioners Court may consider the higher inflation cost, pending a

proper market analysis conducted by both parties. Please note the County may

contact other responding bidders to ensure the best interest of McLennan County.

Awarded Vendor, in the occurrence prices decrease or an inflation period has

receded, Awarded Bidder shall inform and submit adjusted decreased prices to McLennan

County, Purchasing Department.

Renewal option(s) may be exercised by mutual agreement of McLennan County Commissioners

Court and awarded Vendor.
