Annual Services In-Plant Bus Line Inspections

Williamsburg Area Transit Authority (“WATA”) is soliciting sealed proposals from experienced,

qualified and properly licensed Offerors to conduct on-call transit bus line inspection and

secondary in-plant quality assurance services. The overall goal for these services is to ensure

that each of the vehicles being produced is manufactured in compliance with 49 CFR Part 663,

“Pre-Award and Post-Delivery Audits of Rolling Stock Purchases” regulations and 49 CFR 661 “Buy

America” requirements, as amended by the “Fixing America’s Surface Transportation” (FAST) Act. The

Contractor shall be responsible for ensuring that WATA’s procured vehicles comply fully with the

specifications of the order and that each vehicle is free from defects. See Attachment C for an

estimated number of vehicles planned for procurement over the term of this contract.

The Contractor shall be responsible for knowledge of any updates, changes, or amendments of the

above-referenced FTA regulations as they pertain to this Contract. The Contractor shall notify WATA

of any changes that may occur during the period between task orders; in any regard not later than

the time Contractor provides a response to any particular Task Order. The Contractor shall

cooperate with incorporating any updates, changes, or amendments of these or any other changes to

Buy America requirements as they relate to and affect any current or future task

orders.
