  • Summary The City and County of Denver is soliciting proposals from qualified interested firms to provide Construction Management/General Contractor (CM/GC) services for the Sanitary Lift Station #5 Project. The primary goal of this project is to replace the oldest existing operating lift station in the City and County of Denver.

The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor (“CM/GC”) services for the project named above. General Statement of Work:

The City and County of Denver (City) is soliciting proposals from qualified interested firms to provide Construction Management/General Contractor (CM/GC) services for the Sanitary Lift Station #5 Project. The primary goal of this project is to replace the oldest existing operating lift station in the City and County of Denver. The site is located at 5125 N. Franklin Street, Denver, 80216. The work involves bypass pumping sanitary flows throughout the project duration, demolition of the existing structures, excavation for new wet well, groundwater dewatering/remediation, and construction of new structures. The work also includes installation of new mechanical, electrical, instrumentation, and controls. Due to site constraints, staging and material lay down will need to be offsite.

Workforce Requirements

This CM/GC project is subject to the requirements of Article XI, of Chapter 28 of the Denver Revised Municipal Code (the “Workforce Ordinance”) and its implementing rules and regulations. The goal of the Workforce Ordinance is to increase the availability of a skilled construction workforce by increasing the availability of apprenticeships and other approved training programs and requiring the utilization of workers living in economically disadvantaged areas and workers experiencing economic disadvantage on large city construction projects.

Phase 1 Proposals are due no later than 2:00 p.m. local time, April 3, 2025 , and will ONLY be received and accepted through www.bidnetdirect.com//cityandcountyofdenverdoti . Late submissions will not be accepted.

MWBE Participation Goal: 15% (Construction Phase)

Prequalification: Each contractor must be prequalified in category 1E(1) Pump Stations and Force Mains or 2A General Building - Unoccupied Building at the $18,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow . Miscellaneous:

Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC.

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all proposals.
