Project Description: Invitation for Bid (IFB)
UDOT- Litter Clean Up Program
Solicitation # UDOT250310CN
This Invitation for Bids "IFB" is issued in accordance with State of Utah Procurement Code and the Utah Administrative Code. If any provision of this IFB conflicts with the Utah Procurement Code or the Utah Administrative Code, then Utah Procurement Code and then Utah Administrative Code will take precedence.
The purpose of this IFB is to enter into a contract with the lowest responsive and responsible bidder to provide Litter Clean Up Services. Litter removal will occur along specified interstate and state highway routes six times per year between March and November.
UDOT reserves the right to add or remove mileage as budget allows.
This contract will result in one contract award to the lowest responsive and responsible bidder.
Award Basis
The award of contract will be to the lowest lump sum total of the base bid.
Additive #1 will be added if budget allows but will not be part of the evaluation.
Litter pick-up will begin no later than Aug 1st 2025.
Issuing Procurement Unit, Conducting Procurement Unit, and Solicitation Number
The UDOT Procurement Services Division is the issuing procurement unit and Central Maintenance is the conducting procurement unit for this IFB (referred to as “the State”). The reference number for this IFB is Solicitation #UDOT250310CN. This solicitation number must be referred to on all bids, correspondence, and documentation submitted to the State relating to this IFB. Bidder must bid on all routes of the IFB to be eligible.
The documents included within this solicitation are intended to provide interested bidders with sufficient information to enable the bidder to determine if they can provide as per the outlined requirements.
Bidders must provide sufficient documentation/information to demonstrate compliance with the stated specifications/requirements.
Business License: Proof of a valid business license.
Insurance: Documentation of required coverage.
Schedule: Submit a litter pickup schedule that aligns with the eligible routes outlined in Table 1 of this IFB. Limited to one 8 ½ x 11 page.
Approach to Litter Pickup: Include a detailed explanation of how the company will meet the program’s requirements, including strategies for efficiency, safety, and compliance. Limited to four 8 ½ x 11 pages. Provide one-inch (1”) margins throughout Use 10-point [or greater] Arial or Times New Roman font
Bid amount: Proposed pricing for litter removal services as a base bid and an additive as shown in Table 1.
Bidder must bid on all routes of the IFB to be eligible.
