Request For Proposal TAC 871C
Addendum #1
Please note the following changes which have been made for clarification to this Request for Proposal.
This addendum must be listed as Addendum #1 on the ACKNOWLEDGMENT OF RECEIPT OF
ADDENDA/AMENDMENTS of the bid package as verification that you have received and are aware of
the information contained herein.
QUESTIONS/CLARIFICATION/CHANGES:
QUESTIONS:
1. Can we receive a schedule of insured locations/exposure information (even high level
would be helpful)? TIV 2.7B
2. Can we receive policy information with current carriers, deductibles and pricing? The
City will not be releasing details regarding its current insurance program structure,
limits, deductibles, or premium allocations at this time.
3. What is the structure of the property policy? The City will not be releasing details
regarding its current insurance program structure, limits, deductibles, or premium
allocations at this time.
4. What is the current wind/hail deductible? The City will not be releasing details
regarding its current insurance program structure, limits, deductibles, or premium
allocations at this time.
5. Are you able to provide general loss information or a summary of losses? There have
been no loss claims filed in the last 5 years.
1. Loss Runs: To help us accurately evaluate the City's risk profile and develop a fee
proposal that reflects the appropriate level of service, we respectfully request five-year
loss run reports for all current coverage lines referenced in the RFP (Commercial
Property, Aviation, Commercial General Liability, Commercial Excess Liability,
Governmental Crime, and Equipment Breakdown). We have had 0 loss claims in the
last five years, and a request for official loss runs confirming that would have to be
requested form our current broker.
2. Current Policies: As the firm would be assuming responsibility for advising on,
administering, and supporting the City's existing insurance program, we would also
appreciate copies of the City's current policies for the coverage lines listed above. Before
accepting that responsibility, we believe it is important to thoroughly review the current
carriers, limits, policy language, and exclusions firsthand, rather than relying on
summary descriptions, so that we fully understand the program we would be stepping
into and can identify any existing gaps or overlaps from the outset. Current policies will
not be provided.

3. Timing and Broker of Record History: In researching this opportunity, we noted that a
Broker of Record solicitation was issued for the City last year. We were unable to find
public information indicating the outcome of that process. Could you kindly clarify the
result of that prior solicitation and the City's reasoning for issuing this new RFP at this
time? Understanding this context will help us tailor our proposal appropriately. The RFP
needed to be updated to ensure potential vendors properly understood what the City
expected from them.
4. Renewal Expectations: We noted that the resulting Agreement would have an initial one-
year term, with the option for the City to renew annually for up to four additional years.
Could you share whether the city generally exercises these renewal options and maintains
its broker of record over multiple years, or whether broker services are more commonly
re-bid on an annual basis? Given the time and resources involved in preparing a thorough
proposal, this information will help us better understand what to expect if we are selected
for this engagement.
Generally speaking, the City exercises the renewal options more often than re-bidding
annually.
1. Oklahoma license: Must the respondent hold an Oklahoma insurance producer license
at the time the proposal is submitted, or is the Broker License Number from the
respondent's home state acceptable at submission, with an Oklahoma license required
only before award or service delivery? Yes, the respondent must hold a valid
Oklahoma Insurance Producer license at the time the proposal is submitted.
2. References: Section VII.B.2 asks for at least three previous projects for organizations
of similar size and complexity, "preferably municipal entities." May respondents
without municipal clients satisfy this requirement with private or non-municipal
organizations of similar size and complexity, and will such references be
scored? Respondents may submit references from private or non-municipal;
references will be evaluated and scored but may not score as highly as those with
relevant municipal references.
3. Insurance requirements for the respondent: Section IX.K lists Automobile Liability
and Workers' Compensation coverage. Do these apply in full to a respondent with no
Tulsa-based employees or vehicles, and does the Professional Liability requirement
under Title 18, TRO Section 104 carry minimum limits? If the respondent has no
vehicles or employees physically present on City of Tulsa property or operating
within city limits, they may request an exemption of clarification from the City’s Risk
Manager. Professional Liability limits of $1M per occurrence and $2M aggregate.
4. No-commission evidence: The RFP states the broker may not collect commission
from the underwriter and must provide evidence of this. What form of evidence will
the City accept at the proposal stage (for example, a signed fee-only attestation, or
carrier quotes shown net of commission)? The City will accept a signed and

notarized Attestation of Non-Commission signed by an authorized corporate officer;
the document must state that the respondent will not accept commissions, overrides,
or contingent fees.
• What operations or providers are covered under the physician’s liability
policy? Medical services and treatment for city employees for workplace injuries,
pre-employment physicals, drug and alcohol testing, etc. The provider covered under
the policy is the City physician who is an employee of the City.
• Are any significant changes to healthcare or medical services anticipated during the
upcoming policy term? No
• Can you confirm the effective date of the physician’s liability policy? 10/17/26 –
