Engineering Services for Interceptor Sewer Replacement Project

RFQ ENGINEERING SERVICES

The Village of Penn Yan, Yates County, New York, will be accepting statements of qualifications for Engineering Consulting Services for the Village’s Outlet Trail interceptor Sewer replacement project.

The Village of Penn Yan’s wastewater collection system has been experiencing a problem with inflow and infiltration, which has resulted in unnecessary treatment costs and capacity limits of the collection and treatment facility. An area of particular concern is the interceptor sewers running along the Outlet Trail. The Village engaged Elliott Engineering Solutions to review this area and prepare an engineering report titled “Outlet Trail Interceptor Sewer Replacement”. On recommendation of Elliott, the Village will be replacing the 18-inch vitrified clay tile pipe with a 24-inch line. This project is part of the Village’s continuous efforts to reduce the inflow and infiltration within their wastewater collection system.

The Village is seeking a qualified engineering firm to provide construction administration, inspection, and other related engineering services for this project. The Village will be utilizing various funding agencies to finance this project, and the selected engineering firm will be responsible for complying with all the various funding agency requirements.

Utilizing a qualifications-based process, the Village will select a consulting engineering firm licensed in the State of New York to design, bid, administer and close-out projects as the need arises. The selection of the consultant will be valid for a period of three (3) years from the date of Village Board approval and the Village reserves the right to renew the selected consultant contract for an additional three (3) years.

All proposals should be marked with the following language: “REQUEST FOR ENGINEERING QUALIFICATIONS – VILLAGE OF PENN YAN”

Proposals may be transmitted as one bound copy consisting of a Statement of Qualifications per the requirements of the RFQ or one (1) bound copy of your qualifications statement via mail in a sealed envelope no later than 11:00am September 19, 2025, the submittal deadline date. Proposals received after that time will not be considered.

To be evaluated properly, the following must be addressed in detail:

• Qualifications – Availability of qualified personnel and capacity of the firm to carry out professional engineering services.
• Experience – Experience and technical expertise of the firm and its personnel as well as information regarding projects previously undertaken, including the types and cost of projects.
• Scope of Services – Summarize scope and type of services understanding of program and tasks.
