THIS IS A REQUEST FOR INFORMATION (RFI) ONLY – This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM.GOV. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.



U.S. Army Contracting Command-Redstone in support of the 404th Army Field Support Brigade (AFSB), Logistics Readiness Center- Redstone Arsenal is conducting market research to obtain capability information in support of 404th AFSB in accordance with FAR 15.201(e). The 404th AFSB has a requirement to maintain a Direct Procurement Method (DPM) contract as mandated by the Defense Transportation Regulation (DTR) Part IV, Appendix G. DPM is a method of shipment in which the Government manages the shipment throughout its lifecycle. Services such as packing, containerization, local drayage, delivery, unpacking, storage, and related support are obtained from commercial firms under contractual arrangements or through Government facilities and personnel.



The Government is seeking companies who can provide the following services within a 50 mile radius of Huntsville, Alabama:



a) Storage Facilities



• Protection from contamination, theft, fire, flood, rain, moisture, windstorms, or other hazards. The Shipping Management Office (SMO) may consult law enforcement authorities to assess the adequacy of firearm storage locations.



• Storage methods must include proper stacking, ventilation, locator systems, and access for firefighting and inspection.



• Facility control must be clearly defined through ownership documents or a lease (minimum one year for Storage-In-Transit [SIT] and three years for Non-Temporary Storage [NTS]). Subleased facilities are prohibited.



b) Government-Owned Containers (GOC)



• Contractors must maintain and report monthly the number of GOCs, which include all exterior wooden shipping containers purchased by the Government or constructed by the contractor under the contract.



• GOCs are associated with services identified in Schedule II – Inbound Services.



c) Local Moves



A local move involves HHG drayage, approved storage, or short-distance shipment between:



• Residences



• Non-temporary storage facilities near the member’s/employee’s permanent duty



station



• Locations within the metropolitan area or daily commuting distance



• Final moves during separation or retirement



• Reassignments or PCS to a nearby duty station



Local moves include packing, crating, hauling, approved storage, unpacking, and uncrating.



2.0 Delivery Requirements



Drayage refers to movements originating and terminating within 30 miles of origin. It includes the movement of containers between carrier terminals and other locations within the commercial zone of a U.S. port city or within 10 miles of a foreign port city, using highway or rail transport.



Drayage Schedules:



• Schedule I – Drayage Included Applies when a shipment requires drayage to an air, water, or other terminal for onward movement after contractor preparation.



Drayage Not Included applies if moved from a residence to the contractor’s warehouse for onward movement by another carrier.



• Schedule II – Drayage Included Covers delivery from the destination contractor’s facility to the final delivery point. Drayage Not Included applies when items are prepared for customer pickup at the destination.



• Schedule III – Complete Service for Intra-City/Intra-Area Moves Includes:



o Pre-move survey



o Appliance servicing



o Packing and tagging



o Inventorying and weighing



o Drayage, unloading, unpacking



o Placement of items in residence



o Removal of empty containers and packing material
