    The contractor will develop and present a 40-hour training program on the human factors that result in crashes. Instead of addressing the physical factors of determining “how” a crash occurred, this course will address the human factors of determining “why” a crash occurred.

    The course must utilize a variety of teaching methods including lectures, classroom discussion, in-class demonstrations and outside field exercises that will result in an attendee’s appreciation for the importance of human factors to explain collision causation. During the course, attendees should gain an understanding of the frailty of human evidence and why it is critical to a collision investigator’s ability to interpret and analyze physical evidence.

    The course should address the driver’s perception and reaction, vehicle and roadway characteristics, and factors affecting the investigator’s choice of perception-reaction values including eyewitness reliability.
