Description


The project consists of, but is not limited to, the following major elements:
The City of Manchester has developed a service line inventory as mandated by the Lead and Copper Rule. The City is requesting the service of a qualified contractor to replace service lines. Bidder agrees to furnish all materials and equipment and to perform all labor necessary to replace identified services from water main to house.
Time allotted for completion of work is 120 calendar days from the date of a written ¿Notice to Proceed¿ from Owner. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract.

PART 1. GENERAL
1.1 COMPETITIVE COST SEALED PROPOSALS
Sealed proposals for construction of the Service Line Replacement will be received until
Thursday, October 1st, 2026 at 2:00pm local time. Proposals must be submitted
electronically through QuestCDN.com. No paper submissions will be accepted. Any
proposal received after said time and date will not be considered by the Owner. No
proposal may be withdrawn after the closing time for the receipt of proposals for a period of
sixty days except as specifically may be provided in the Instructions to Bidders and/or by
State law.
1.2 SCOPE OF WORK

1.4 CONTRACTOR QUALIFICATIONS
Bidders must complete the Qualifications of Bidders (Section 00470) in order to be
evaluated for award of the Contract. Refer to the specific requirements outlined in the
referenced Section.
1.5 BONDS
Proposals shall be accompanied by a bid bond or certified cashier's check in an amount not
less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia
with an "A" minimum rating of performance and a financial strength of at least five (5)
times the contract price as listed in the most current publication of "Best's Key Rating
Guide Property Liability". Performance and Payment Bonds, each in an amount equal to
100% of the contract price shall be required of the successful bidder if contract is awarded.
Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact
to bind the surety and certified to include the date of the bond.
1.6 PERMITS
Not Applicable.
1.7 GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Contractors and Subcontractors performing work with the City of
Manchester must register and participate in the federal work authorization program
commonly known as E-Verify, or any subsequent replacement program, to verify the
work eligibility information of new employees. In order for a Bid to be considered, it is
mandatory that the Bidder's Affidavit of Compliance with O.C.G.A. 13-10-91 be
completed and submitted with the Bid.
1.8 EASEMENTS AND RIGHTS-OF-WAY
DOT permits will be obtained by the Engineer.
1.9 FUNDING SOURCES
Funding is to be provided by the Drinking Water State Revolving Fund administered by the
Georgia Environmental Finance Authority. This project will be subject to the Davis-Bacon

Labor Standards, DBE Subcontract requirements, the American Iron and Steel Act, and the
Build America, Buy America (BABA) Act.
1.10 RESERVATION OF RIGHTS
Owner reserves the right to reject any or all Bids, including without limitation, the rights to
reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject
the Bid of any Bidder if Owner believes that it would not be in the best interest of the
Project to make an award to that Bidder, whether because the Bid is not responsive or the
Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent
standard or criteria established by the Owner.
