Background

The Former Chase Packaging Facility is a 26.7-acre parcel formerly occupied by a series of industrial operations, including boat manufacturing and later paper and packaging production by Chase Packaging, Inc., which ceased operations around 2009. Subsequent environmental investigations (2018, 2021) identified surface soil contamination in the former incinerator and mixed-use areas, primarily from metals, polycyclic aromatic hydrocarbons (PAHs), and dioxins/furans exceeding EPA Regional Screening Levels. The site has since undergone demolition of former structures (completed April 2022) and is currently vacant.

The Economic Development Authority of the City of Newport News, Virginia (EDA), in coordination with VDEQ, is implementing remedial activities to address residual soil impacts to obtain Certification of Satisfactory Completion of Remediation and achieve VRP closure.
