Project Description: PLYMOUTH TOWNSHIP is requesting Bids for the construction of the 2025 SANITARY SYSTEM IMPROVEMENTS PROJECT, generally consisting of the rehabilitation of gravity sanitary sewer lines, along SR 0011 in West Nanticoke. Sealed Bids shall be submitted electronically via the PennBid Program website https://pennbid.bonfirehub.com until 12:00 PM (local time) on February 21, 2025. Bids shall be made available for public viewing immediately upon opening on the PennBid Program website.
Information and Bidding Documents for the Project are available at no cost through the PennBid Program at https://pennbid.bonfirehub.com. Prospective Bidders are urged to register with PennBid as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The PennBid website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for this Project. All official notifications, addenda, and other Bidding Documents will be offered only through the PennBid Program. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Each Bid, when submitted, must be accompanied by a Bid Security in an amount equal to 10% of Bidder’s maximum Bid price to be furnished in accordance with the Instructions to Bidders, and include forms, qualification statements, affidavits and certifications, as more particularly listed in the Bidding Documents.
The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, and a Labor and Material Payment Bond, each in an amount at least equal to the Contract Price.
PLYMOUTH TOWNSHIP does not discriminate on the basis of race, color, national origin, sex, religion, age, disability, or familiar status in employment or the provisions of services. PLYMOUTH TOWNSHIP is an Equal Employment Opportunity Employer.
PLYMOUTH TOWNSHIP reserves the right to reject any or all Bids and to waive informalities in the Bidding.
Bids may be held by Owner for a period of not to exceed sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of a Contract.
This Project is financed by a grant from the Commonwealth of Pennsylvania, Department of Community and Economic Development. Bidder(s) attention is called to the fact that not less than the minimum wages and salaries in accordance with provisions of Pennsylvania Prevailing Wage Act 442 and contained in the Contract Documents, must be paid throughout the duration of this project.
A non-mandatory virtual pre-bid conference will be held on February 6, 2025 at 11:00 AM. A meeting link and instructions for attending the virtual Pre-Bid meeting are provided on the PennBid Program website. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
