INVITATION TO BID
Sealed bids addressed to the City of Conway, Arkansas, will be received at the City of Conway, Arkansas City Hall, 1111 Main Street, Conway, Arkansas 72032, until 2:00 p.m., March 31, 2026, for demolition of existing concrete slabs and alley pavement, and the construction of alley improvements and adjacent public space in downtown Conway. The sealed bids will then be opened and publicly read aloud. The work includes all labor, material, and equipment required to perform the work as described in the project plans and specifications.
Bids must be sealed, labeled “Court Street Alley Improvement” and submitted Attn: Tiffany Maddox, 1111 Main Street, Conway, Arkansas 72032. They may also be dropped off at this location in the drop box.

These documents may be downloaded by selecting this project from the “Current Bids” link, and by entering Quest Project Number 10088048 on the “Browse Projects” page. Addendums to the bid package will be issued through the online MCE Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the MCE online plan room in order to be included in the Plan Holders List and submit a bid. Bidders must enter the addenda numbers in the Proposal to verify receipt.
Proposals shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount not less than five per cent (5%) of the total maximum bid price payable without recourse to City of Conway, Arkansas, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. The notice of award of Contract shall be given by the Owner within thirty (30) days following the opening of bids.
The successful Bidder must furnish a performance bond and a separate payment bond upon the forms provided herein in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
The attention of bidders is called to the fact that Act 150 of 1965 (as amended), Arkansas Statutes, states that a Contractor must be licensed by the State Licensing Board for Contractors before he may undertake work when the cost thereof in Arkansas is Fifty Thousand Dollars ($50,000.00) or more.
The City of Conway, Arkansas hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
The City of Conway is not responsible for any lost or misguided bids.
