Description

THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID.



The US Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide construction services for the Monroe Harbor Advanced Maintenance Dredging (AMD) project.



This project involves the mobilization of dredge to Monroe Harbor. Monroe Harbor will be mechanically dredged due to the character of materials (boulders, rocks, and more clay-like material) within the harbor. The harbor will be dredged to a depth of 23-ft below Low Water Datum (LWD) plus 1-ft overdepth within the main channel for STA 60+00 to 76+00, 0+00 to 20+00 to river and 0+00 to 20+00 out in the lake. From STA 15+75 to 4+00, a section near the wall will be dredged to 21 ft below LWD. The turning basin will be dredged to a depth of 20-ft below LWD plus 1-ft overdepth for STA 64+72 to 79+00. Placement of dredged material will be in Cell 3 at Pointe Mouillee Confined Disposal Facility (CDF). No discharge is allowed at Pointe Mouillee CDF. Demobilize when complete.



The North American Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $37.0 million in average annual receipts with the Dredging and Surface Cleanup Activities exception.



The Government intends to solicit this opportunity as an Invitation for Bid (IFB). The IFB is intended to be issued as a small business set aside, and the Government intends to award to the contractor with the lowest priced bid that is determined to be responsive and responsible.

The Government intends to issue a Firm-Fixed Price (FFP) Construction Contract.



Anticipated Solicitation Posting Date: June/July 2025



Anticipated Bid Due Date: July/August 2025



The estimated date for completion of work is November 2025 (base)/August 2026 (options)



The estimated magnitude of construction is between $1,000,000 and $5,000,000



The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically and via the System for Award Management (SAM). Contractors can access SAM free of charge at www.sam.gov. The solicitation posted on sam.gov will include a link to all solicitation documents which will be stored in the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) system. Contractors may register for PIEE free of charge at https://piee.eb.mil/.



In order for interested contractors to conduct business with the Federal Government, contractors must be registered in PIEE prior to the bid due date and in SAM.gov prior to any award. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this Pre-Solicitation Notice or the upcoming solicitation. Electronic bid submissions will be required through the PIEE Solicitation Module suite at https://piee.eb.mil/.



Please note, the Government will not maintain a bidders list during the solicitation period. However, vendors are strongly encouraged to review the "Interested Vendors List" found on sam.gov for this requirement.
