The City of Attleboro, under the general supervision of the Mayor, is soliciting proposals from qualified individuals or organizations to provide Grant Administration services for a federally funded $960,000 watermain relining project. This initiative is part of the City’s ongoing commitment to improving municipal infrastructure through strategic use of federal, state, and local funding opportunities.

The selected respondent will play a key role in ensuring regulatory compliance, supporting procurement activities, and facilitating timely reporting and reimbursement processes. This Request for Qualifications (RFQ) outlines the scope of services, submission requirements, and evaluation criteria for interested parties.

Attleboro City Hall is open:  Monday, Wednesday, Thursday 8:00 AM-4:30 PM, Tuesday 8:00 AM-6:00PM and Friday 8:00 AM-12:00 noon.

Special Requirements:
Sealed responses will be accepted until 11:00 A.M. local time on Monday, September 15, 2025 at Attleboro City Hall, Attn: Carol Brown, Purchasing Office, located on the 2nd Floor of 77 Park Street, Attleboro, MA 02703. If City Hall is closed due to weather or another emergency, the deadline will be extended to the same time on the next business day City Hall is open.

Each Proposer must submit:
•        Two (2) Qualification Proposals: one (1) original, one (1) copy, and one (1) PDF on a labeled thumb drive
•        One (1) original Price Proposal, submitted in a separately sealed envelope on the Price Proposal Form (Appendix A)
Do not include the Price Proposal on the thumb drive. The thumb drive must contain only the non-price technical proposal.
Labeling instructions:
•        The outside mailing envelope must be sealed and clearly marked on the outside: “RFP Grant Administrator”. Inside will be two separate envelopes.
•        The Price Proposal must be sealed separately and clearly marked: “PRICE PROPOSAL – GRANT ADMINISTRATOR”
•        The Qualifications Proposal must be sealed separately and clearly marked: NON-PRICE PROPOSAL FOR GRANT ADMINISTRATOR SERVICES
•        Both sealed envelopes may be placed together in a single mailing envelope, provided each is separately sealed and properly labeled inside
