REQUEST FOR QUALIFICATIONS/PROPOSALS
The City of Sidney requests qualification statements and proposals (RFQ/RFP) from qualified
professional planning, community development, economic development, and/or other qualified
consulting firms to perform necessary functions for various Community Development programs,
including Allocation, Critical Infrastructure, Community Housing Impact & Preservation,
Neighborhood Revitalization, Residential Public Infrastructure, Economic Development, Target
of Opportunity (Community Development, Downtown Revitalization, and Planning), and any new
programs announced by Ohio Department of Development (ODOD) under CDBG/HOME/OHTF
programs.
All such proposals must be responsive to the Scope of Services section of this RFQ/RFP and must
meet the content of criteria as outlined herein. Responses to this RFQ/RFP will be used to select
a qualified firm to perform the required grant writing, planning, and grant
administration/implementation assistance needed by the City of Sidney. These services are
financed with federal Community Development Block Grant (CDBG) Program funds from the US
Department of Housing and Urban Development (HUD) as administered by ODOD.
Since the City of Sidney is seeking a professional service which may be available from several
qualified organizations, the City has elected to follow the competitive negotiation method of
procurement as provided in 24 CFR Part 85. Under this method, the City will receive qualifications
and proposals from interested parties until the designated date and time listed below.
The City of Sidney reserves the right to reject any and all proposals and to negotiate various details
of the proposals with the parties which have submitted them. If the City does negotiate any aspect
of the proposals with any of the parties, it will provide all parties an opportunity to negotiate on
the same point. The City reserves the right to select the specific issues on which it will negotiate
and will not negotiate any issues other than those it selects.
General Tasks to be performed by the selected consultant:
Scope of work may include grant writing, environmental review, A&E, planning, and related
services for these programs, including a fair housing component and coordination and/or data entry
on ODOD OCEAN system or other grant management software.
A contract will be executed between the selected consultant and the City of Sidney for a period
necessary to complete all the requirements of the Community Development Program, but in no
case to exceed thirty-six months.
Content of Proposal:
The City will review and evaluate the Statements of Qualifications/Proposals filed based on the
following content. Evaluation criteria includes but is not limited to:

a. Specialized experience or technical expertise of the firm and its personnel in connection with
federal and state program requirements, especially as they relate to administrative, financial,
and monitoring requirements, including SAFE Act legislation; of the CDBG, HOME, and
other federal and state programs in the areas of housing, planning, and economic and
community development services to be provided and the complexity of the project(s).
b. Familiarity and experience in carrying out lead-based paint risk assessments and lead
clearances on 1-4 unit residential properties.
c. Past record of performance on contracts with the City and other clients, including quality of
work, timeliness, and cost control.
d. Capacity of the firm to perform the work within time limitations (taking into consideration
the current and planned future workload of the firm) and names of key staff who will be
working on the project.
e. Familiarity of the firm with the type of problems applicable to the project.
f. Date firm established and brief history of the firm.
g. Location of office(s) within the State of Ohio.
h. Project references related to the above areas.
i. Work plan and cost schedule based upon the various elements outlined in the Scope for the
PY25 CHIP program and PY25 CDBG Allocation program resulting in a total lump sum
fixed fee for the services during the contract period. The fixed fee will include all costs for
travel, postage, printing, photographs, and other expenses relating to the completion of the
project.
Should the City desire to apply for Critical Infrastructure, Neighborhood Revitalization, and
Targets of Opportunity grants, or other grant programs announced by ODOD, the City will
negotiate a separate fee with the selected consultant to undertake the preparation,
administration, and implementation of the project(s). This fee will be based in part on the
scope, scale, and complexity of the project. The fee shall not exceed the allowable cap
mandated by OCD.
SCOPE OF SERVICES:
Interested firms should provide the City with the following scope of service information:
1. PY 2025 Community Housing Impact & Preservation (CHIP) program:
a. Grant Application. Specified costs associated with the preparation and submittal of the
grant application, to include but not limited to: the completion of required/applicable
application forms, applicable documentation of the City’s Housing Advisory Committee
meetings, public hearings, budgets, administration/implementation (soft cost) summaries,

income eligibility requirements, client- based and project specific-based activities, public
rehabilitation of emergency housing facilities, Habitat For Humanity projects, relocation
requirements, and fair housing activities. Consultant must provide the appropriate number
of copies of the application to ODOD and the City prior to the grant application due date.
b. CHIP Administrative Plan.
i. Preparation of environmental review requirements in compliance with the
requirements of 24 CFR Part 58.
ii. General administration services to include housing inspections, cost estimates,
lead-based paint services and bidding procedures.
iii. Program management including determination of applicant eligibility, change
orders, file maintenance and record-keeping requirements, compliance with stated
milestone requirements, and reporting requirements.
iv. Resolve owner/contractor issues.
v. Implementation of lead based paint hazard reduction requirements.
c. Fair Housing Program. Specified costs associated with the City of Sidney’s compliance
with the Fair Housing Requirements as outlined in the CDBG Grant Agreements between
the City and ODOD, to include:
i. Coordination of, preparation of appropriate documentation, and performance of
the required training sessions.
ii. Coordination of, preparation of appropriate documentation, and performance of
the required outreach activities.
iii. Preparation of annual fair housing analysis update, if required by ODOD.
iv. Provide instruction as needed, to the community’s Fair Housing Coordinator
regarding the fair housing complaint referral, processing, and coordination efforts
with the appropriate regional office of the Ohio Civil Rights Commission.
v. Preparation of final report of fair housing efforts for grant year suitable for State
Monitoring.
d. CHIP Implementation Plan. Specific costs associated with activities to be carried out
over the course of the program period and the designated responsibility of each of the
activities.
e. Post Grant Management. Activities which identify post-grant management requirements
the City must undertake.
f. Monitoring and Recordkeeping. Activities which identify monitoring and record-keeping
requirements the City must undertake.

2. PY 2025 Formula Allocation Program
a. Environmental Review Record. Specified costs associated with the peparation of
environmental review requirements in compliance with the requirements of 24 CFR Part
58.
b. Fair Housing Program. Specified costs associated with the community’s compliance with
the Fair Housing Requirements as described in Section 1c(i-iv).
c. Project Implementation.
1. Home Repair Activity – Sewer Lateral Repair/Replacement. General assistance
with administration of home repair projects to include homeowner application
review, bidding, inspections, ODOD reporting and processing procedures.
2. General assistance with administration, bidding, and reporting for a second
activity, if needed.
3. PY 2025-26 Other CDBG Grant Programs
For ease of execution, should the City desire to pursue Economic Development, Critical
Infrastructure, Neighborhood Revitalization, Targets of Opportunity, other CDBG grants,
the City will negotiate a separate fee with the selected consultant to undertake the
preparation, administration, and implementation of the project(s). This fee will be based
in part on the scope, scale, and complexity of the project. The fee shall not exceed the
allowable cap mandated by ODOD.
